To supply 2 (two) Dycor Model 1108-WP ruggedized GRIMM 11-A
Monitors complete with a) weatherproof enclosure and power/data
cable for connection to Dycor's High Performance Asynchronous
Multiplexing System (HPAMS) and CBNET software module; b)
RS-232 to USB cable and c) 4MB data storage card for Department
of National Defence, Defence R&D Canada, CFB Suffiled, Ralston,
AB. for mandatory delivery by March 31, 2015.
Sole Source Justification:
The monitors will be enclosed in a weatherproof housing that
will provide an electronic and communication interface with
existing Dycor Technologies Ltd's proprietary trial equipment
referee system as well as real-time display of the incoming
data. Further, connection via Dycor's High Performance
Asynchronous Multiplexing System (HPAMS) allows remote control
of the Grimm monitor as well as a data handling and export
function via Dycor's CBNET software. The HPAMS and CBNET
software are exclusive to Dycor and are both currently utilized
at DRDC within the existing trial referee system.
Dycor are the owners and developers of the hardware and software
interface needed to incorporate the aerosol monitors into DRDC's
referee system. Dycor are also the owners of the IP. They DO
NOT authorize value-added resellers or distributors for their
equipment.
This equipment must be compatible with existing bioaerosol trial
referee equipment (HPAMS) and software (CBNET). This
equipment/software has been in use at DRDC for many years and
serves to run aerosol monitors and samplers used for bioaerosol
research and trials. This system is also used by the US
Department of Defence (DoD), allowing comparative test
conditions to be created and data to be gathered by both
organizations.
Use of an alternate supplier would require development of a
remote communications system and computer interface, at
additional cost (in the case of the Dycor system, this has
already been developed for another buyer (US DoD)). In
addition, this would add unnecessary complexity to the equipment
set-up for research and trials, and would be an additional
burden in terms of managing hardware and software upgrades.
Dycor Technologies Ltd is the only authorized seller of this
product which is integrated as part of the HPAMS Referee Test
System that is used by DRDC.
The Contractor must provide ruggedized and integrated aerosol
monitors with the following MINIMUM specifications:
a) Aerosol particle sizing: 0.5 to 20 µm
b) Placement of aerosol particle data into size bins: Minimum 10
bins over the size range
c) Aerosol particle counting for each size bin
d) Data storage and data streaming (to a central command post)
capability for particle size and particle concentration data
e) Operating temperature: 5ºC to 40ºC
f) Operate in and measure a range of aerosol concentrations: 1
to 2,000,000 particles/ L air and 0.1 µg/m3 to 100 mg/m3
particle mass
g) Sampling and data storage interval: Minimum of 2 seconds
h) Interface with HPAMS* referee system for data collection and
formatting
i) Controlled through CBNET* referee system control software
j) Data collected by the monitor must be accessible and
extractable to Excel format using CBNET
k) The monitor must be in a weatherproof enclosure for
protection against precipitation (rain): Enclosure not to exceed
1000 cubic inches
l)The monitor must operate according to its design
specifications for flow rate and sample reproducibility when the
enclosure is closed and connected to the HPAMS
m) The monitor enclosure and the integration with the HPAMS and
CBNET must also accommodate Grimm monitor 1.108
n) Operation and technical manuals for the aerosol monitors
Total Estimated Cost: $40,988.32 GST extra.

the contract.

12) to ensure compatibility with existing products, to recognize
exclusive rights, such as exclusive licences, copyright and
patent rights, or to maintain specialized products that must be
maintained by the manufacturer or its representative;
NAFTA Limited Tendering Reason:
(b)where, for works of art, or for reasons connected with the
protection of patents, copyrights or other exclusive rights, or
proprietary information or where there is an absence of
competition for technical reasons, the goods or services can be
supplied only by a particular supplier and no reasonable
alternative or substitute exists;
(d) for additional deliveries by the original supplier that are
intended either as replacement parts or continuing services for
existing supplies, services or installations, or as the
extension of existing supplies, services or installations, where
a change of supplier would compel the entity to procure
equipment or services not meeting requirements of
interchangeability with already existing equipment or services,
including software to the extent that the initial procurement of
the software was covered by this Chapter.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
