PARTIE 1 – PRÉAVIS D’ADJUDICATION DE CONTRAT (PAC)

Un PAC est un avis public informant la collectivité des fournisseurs qu'un ministère ou organisme a l'intention d'attribuer un contrat pour des biens, des services ou des travaux de construction à un fournisseur sélectionné à l'avance, ce qui permet aux autres fournisseurs de signaler leur intérêt à soumissionner en présentant un énoncé des capacités. Si aucun fournisseur ne présente un énoncé des capacités qui satisfait aux exigences établies dans le PAC, au plus tard à la date de clôture indiquée dans le PAC, l'agent de négociation des contrats peut procéder à l'attribution du contrat au fournisseur sélectionné à l'avance.

PARTIE 2 – DÉFINITION DU BESOIN
Le ministère des Ressources naturelles du Canada (RNCan), par l’intermédiaire de la Commission géologique du Canada – Atlantique, doit louer annuellement un système éprouvé de véhicule sous-marin autonome (AUV) en eaux profondes, avec des options de renouvellement pouvant aller jusqu’à cinq (5) ans, afin d’appuyer la cartographie des fonds marins, les géosciences marines, la recherche océanographique, les essais dans le bassin de Bedford, la recherche collaborative dans l’Arctique et les activités connexes de l’Installation pour les systèmes marins intelligents (FIMS).
Le besoin proposé vise l’accès à un système AUV HUGIN 1000, ou l’équivalent, y compris l’infrastructure de soutien conteneurisée connexe, la documentation technique, les logiciels de planification de mission et de soutien ainsi que le soutien technique à distance. Le système AUV doit offrir une capacité fiable de levé scientifique en eaux profondes et convenir au déploiement à partir de navires disponibles.

Les travaux comprendront les éléments suivants, selon le cas :

  • Fournir un (1) système AUV configuré avec une charge utile standard de navigation et de capteurs scientifiques au début de la période de location;
  • Fournir un (1) conteneur ISO de 20 pieds climatisé, configuré pour l’entreposage, le transport et l’entretien du système AUV;
  • Fournir les manuels techniques, la documentation opérationnelle ainsi que les logiciels de planification de mission et de soutien;
  • Fournir une assistance technique de base à distance pour l’utilisation opérationnelle normale pendant la période de location;
  • Maintenir le système AUV dans un état de préparation opérationnelle compatible avec une utilisation normale pour les levés scientifiques;
  • Maintenir une couverture d’assurance contre la perte ou les dommages du système AUV et des conteneurs associés pendant toute la période de location;
  • Confirmer la disponibilité et l’état de préparation du système au début de chaque année de location et aviser le chargé de projet de tout problème susceptible d’avoir une incidence sur la disponibilité du système.

PARTIE 3 – CRITÈRES D’ÉVALUATION DE L’ÉNONCÉ DES CAPACITÉS (EXIGENCES ESSENTIELLES MINIMALES)

Tout fournisseur intéressé doit démontrer, au moyen d’un énoncé de capacités, qu’il satisfait aux exigences suivantes :
3.1 Capacité du véhicule sous-marin autonome en eaux profondes :
Le fournisseur doit fournir l’accès à un système de véhicule sous-marin autonome éprouvé, homologué pour fonctionner à une profondeur d’au moins 2 000 mètres et adapté aux missions scientifiques de cartographie des fonds marins et de collecte de données sous-marines.
3.2 Capacité de navigation :
Le fournisseur doit fournir un système doté d’une suite de navigation intégrée comprenant un système de navigation inertielle, un profileur de vitesse Doppler (DVL) et une capacité de positionnement acoustique, ou une capacité de navigation équivalente adaptée aux opérations de levé scientifique en eaux profondes.
3.3 Charge utile de capteurs pour levés scientifiques :
Le fournisseur doit fournir un système AUV capable de prendre en charge la cartographie haute résolution des fonds marins et la collecte de données sous-marines à l’aide d’un échosondeur multifaisceaux, d’un sonar à balayage latéral et d’un profileur de sous-surface (sub-bottom profiler), ou de capacités de capteurs équivalentes répondant aux objectifs des levés scientifiques.
3.4 Assurance de l’actif loué :
Le fournisseur doit confirmer qu’une couverture d’assurance contre la perte ou les dommages du véhicule sous-marin autonome et des conteneurs associés sera maintenue pendant toute la durée de la période de location.

PARTIE 4 – APPLICATION DES ACCORDS COMMERCIAUX À L’ACQUISITION
Cette acquisition est assujettie aux accords commerciaux suivants :

PARTIE 5 – JUSTIFICATION DU FOURNISSEUR PRÉSÉLECTIONNÉ
Le fournisseur mentionné à la section 11 ci-dessous est le seul fournisseur connu qui satisfait aux critères obligatoires énoncés à la section 3 ci-dessus.

Si le Canada devait recevoir un énoncé des capacités d’un fournisseur qui contient Suffisamment de renseignements pour indiquer qu’il satisfait aux exigences énoncées dans ce PAC, un processus concurrentiel sera déclenché avec une méthodologie d’évaluation technique et financière des offres proposées par les soumissionnaires potentiels.

PARTIE 6 – EXCEPTION AU RÈGLEMENT SUR LES MARCHÉS DE L’ÉTAT
L’exception suivante à l’obligation de lancer un appel d’offres en vertu du Règlement sur les marchés de l’État est proposée, sous réserve de l’approbation requise et de la présence des pièces justificatives au dossier :

  • Alinéa 6d) : le marché ne peut être exécuté que par une seule personne ou une seule entreprise.

Le fournisseur proposé, l’Université Laval, est le seul fournisseur qui répond aux critères obligatoires énoncés à l’article 3 ci-dessus.

PARTIE 7 – EXCLUSIONS ET/OU MOTIFS JUSTIFIANT LE RECOURS À UN APPEL D’OFFRES LIMITÉ

Les exclusions et/ou motifs de recours à un appel d’offres limité suivants sont invoqués en vertu des accords suivants :

PARTIE 8 – DROITS DE PROPRIÉTÉ INTELLECTUELLE

Le Canada entend conserver la propriété de toute propriété intellectuelle sur les renseignements originaux découlant du contrat proposé, puisque l’objet principal du contrat est le suivant :
6.4.1 de générer des connaissances et de l'information pour dissémination publique.

PARTIE 9 – DURÉE DU CONTRAT PROPOSÉ OU DATE DE LIVRAISON
La période du contrat proposé s’étend de la date d’attribution du contrat au 31 mars 2027, avec une option permettant de prolonger le contrat pour quatre (4) périodes supplémentaires d’un an.

PARTIE 10 – COÛT ESTIMATIF DU CONTRAT PROPOSÉ

La valeur estimative du contrat, y compris les options, est de 800 000,00 $ (TPS/TVH en sus).

PART 1 – ADVANCE CONTRACT AWARD NOTICE (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. PART 2 – DEFINITION OF THE REQUIREMENT The Department of Natural Resources Canada (NRCan), through the Geological Survey of Canada – Atlantic, has a requirement to lease a proven deep-water autonomous underwater vehicle (AUV) system on an annual basis, with options for renewal for up to five (5) years, to support seafloor mapping, marine geoscience, oceanographic research, Bedford Basin trials, Arctic collaborative research, and related Facility for Intelligent Marine Systems (FIMS) activities. The proposed requirement is for access to a HUGIN 1000 AUV system, or equivalent, including associated containerized support infrastructure, technical documentation, mission planning and support software, and remote technical support. The AUV system must provide reliable deep-water scientific survey capability and must be suitable for deployment from vessels of opportunity. The work will involve the following, as applicable: • Providing one (1) AUV system configured with a standard navigation and scientific sensor payload at lease commencement; • Providing one (1) climate-controlled 20-foot ISO container configured for storage, transport and maintenance of the AUV system; • Providing technical manuals, operational documentation, and mission planning/support software; • Providing basic remote technical assistance for normal operational use during the lease period; • Maintaining the AUV system in an operationally ready condition consistent with normal scientific survey use; • Maintaining insurance coverage for loss of or damage to the AUV system and associated containers for the duration of the lease period; and • Confirming system availability and readiness at the start of each lease year and notifying the Project Authority of issues that may affect system availability. PART 3 – CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 3.1 Deep-water AUV capability: The Supplier must provide access to a proven autonomous underwater vehicle system rated to operate at a depth of at least 2,000 metres and suitable for scientific seafloor mapping and subsea data collection missions. 3.2 Navigation capability: The Supplier must provide an AUV system with an integrated navigation suite that includes inertial navigation, Doppler velocity log (DVL), and acoustic positioning capability, or equivalent navigation capability suitable for deep-water scientific survey operations. 3.3 Scientific survey sensor payload: The Supplier must provide an AUV system capable of supporting high-resolution seafloor mapping and subsea data collection using a multibeam echosounder, sidescan sonar, and sub-bottom profiler, or equivalent sensor capabilities that meet the scientific survey objectives. 3.4 Insurance for leased asset: The Supplier must confirm that insurance coverage for loss of or damage to the AUV system and associated containers will be maintained for the duration of the lease period. Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders PART 6 – GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S) The following exception to soliciting bids under the Government Contracts Regulations is proposed, subject to approval and supporting documentation on file: • Subsection 6(d): only one person or firm is capable of performing the contract. The identified supplier, Université Laval, is the only one able to meet all of the criteria identified in paragraph 3 above.
