Requirement:
Hydrogen Fuelled Ships, A contract for the design of an
integrated hybrid fuel-cell/diesel electric propulsion system.

Definition of requirement
The Department of Transport, Ottawa, Ontario has a requirement
for the provision of services as specified under "Background"
below. The purpose of this Advance Contract Award Notice (ACAN)
is to signal the government's intention to award a contract for
these services to Alion Science and Technology Canada, Kanata,
Ontario. Before awarding a contract, however, the government
would like to provide other suppliers with the opportunity to
demonstrate that they are capable of satisfying the requirements
set out in this Notice, by submitting a statement of
capabilities during the 15 calendar day posting period. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

Background
Fuel cell technology, although a mature technology, has
experienced significant advancements in technology over the last
few decades in terms of both efficiency and capability. These
advancements are mainly due to reduced dependence on oil, and a
greater awareness of the effects of greenhouse gases,
particularly carbon dioxide, on the environment. Fuel cell
manufacturers and regulators are starting to look at the
introduction of fuel cells into other markets beyond the
automotive sector, such as stationary power generation and
marine transportation both of which are large emitters of
greenhouse gases.

However, there are a number of challenges, such as power density
and efficiency, which have to be resolved before fuel cells
become viable alternatives in these applications. In the marine
transportation sector, the three main constraints are the
integration of a fuel cell system into the ship, fuel storage,
and fuel cell dynamic operation. Of these the biggest challenge
is considered to be that of being able to fit a fuel cell and
its associated systems into the vessel without consuming
significant amounts of deck space and internal volume, which
would reduce vessel capability. Space requirements are worthy of
further study because it is unlikely that fuel cell technology
will progress to the point where the power density is equivalent
to that of a marine diesel engine.

Compared to conventional prime movers, fuel cells offer
significantly lower emissions, improved fuel economy, lower
thermal and noise signatures, and more flexible arrangements.
The Canadian Coast Guard is investigating shipboard fuel cell
applications including ship service generators and main
propulsion using electric drives. Various fuel cell systems have
been investigated, and Ballard's (PEM) proton exchange membrane
fuel cell module powered by LH2 fuel has been selected for
further development.

The goal of this project is to demonstrate the installation of
hydrogen fuel cells in the range of 1500 kW to supply propulsive
and auxiliary power the integrated hybrid fuel cell-diesel
electric propulsion systems of the Canadian Coast Guard Offshore
Fisheries Science Vessel (CCG OFSV). The objective is to
integrate an existing PEM Fuel cell module into the vessel and
evaluate emission, cost and performance of the system.

Criteria for assessment of the Statement of Capabilities
Minimum Essential Requirements

Mandatory Technical Criteria

1. Team to have recent experience in ship design, fuel cell
technology, and ship dynamic response modelling and simulation.
2. Team to have the IP rights to all the information necessary
for completing the project.

Point Rated Technical Criteria

Technical: (75 points)

1. Have recently designed a small research vessel, with a
multiple prime mover integrated electric propulsion system.
Vessel must have known and modelled dynamic response
characteristics and operational capabilities that have been
demonstrated and can be replicated by the team. (20)

2. Have demonstrated understanding of the development of complex
ship designs. (10)

3. Have demonstrated recent understanding of the challenges of
integrating a fuel cell system into a marine vessel. (10)

4. Have detailed knowledge and understanding of fuel cell
design, installation, safety, and maintenance. (20)

5. Have detailed knowledge of and demonstrated understanding of
ship propulsion system modelling, and dynamic simulation and
analysis. (10)

6. Ability to recognise direct, as well as peripheral, problems
and solutions. (5)

Program: (25 points)

1. Project Manager to have recent experience in the managing
complete ship design programs which include the development of
alternative and innovative solutions in ship design. (10)

2. Key personnel to have relevant, and recent, experience and
knowledge. (5)

3. Proven competence on complete ship design programs. (5)

4. Sufficient resources to complete the task within the
schedule. (5)

Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement:
Agreement on Internal Trade (AIT)

Justification for the Pre-Identified Supplier
Alion Science and Technology Canada is the only known
organization capable of successfully completing this work. The
work requires an existing design, with a known capability set,
and known propulsion system dynamic response characteristics.
Production of this baseline information would be both time
consuming and expensive. Alion hold the Intellectual Property
on an original ship design, and the associated dynamic response
model necessary to complete the work and has shared ownership of
this IP with Robert Allan Limited, who will be a sub-contractor
to Alion under this contract.

Due to the nature of this research and development and high
level of expertise required, Alion Science and Technology is
best positioned to deliver a successful outcome.

Government Contracts Regulations Exception:
The following exception to the Government Contracts Regulations
is invoked for this procurement under subsection 6(d) - only one
person is capable of performing the work.

The following exclusion(s) and/or limited tendering reasons are
invoked under the section of the trade agreement(s) specified:
Agreement on Internal Trade (AIT) Article 506 12. a):

• to ensure compatibility with existing products, to recognize

exclusive rights, such as exclusive licences, copyright and
patent rights, or to maintain specialized products that must be
maintained by the manufacturer or its representative.

Ownership of Intellectual Property.

The intellectual property resulting from this work rest with the
contractor.

The proposed contract is from contract award to March 31, 2014.
A cost estimate of the proposed contract.
The estimated value of the contract is $332,000.00 taxes extra.

before the closing date of this notice. The statement of
capabilities must clearly demonstrate how the supplier meets the
advertised requirements.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
