Background:
The Department of Fisheries and Oceans Canada (DFO) / Canadian
Coast Guard (CCG) has a requirement to replace the Propulsion
Control System (PCS) onboard the Canadian Coast Guard Ship
(CCGS) Earl Grey. The CCGS Earl Grey is a Type 1050 class
vessel operated by the CCG that works year round, primarily on
the East Coast of Canada, performing Search and Rescue, Buoy
Tending and Ice Breaking operations. The ship is to undergo a
Vessel Life Extension (VLE) in 2015 and part of that VLE will be
to replace the current PCS.
The existing PCS aboard the CCGS Earl Grey is original installed
equipment from the ship's construction in 1985. The PCS is
obsolete and becoming unreliable.
Requirement:
A) To design, manufacture and factory test ready for
installation a replacement PCS that will provide the same
functionality as the old system with the reliability of a system
in current production and will meet or exceed the requirements
as stipulated in the RFP Annex A - Statement of Work (SOW),
B) To carry out, within the Work Period of the Contract, all
unscheduled work authorized by the Contracting Authority.
Note: The Technical Data Package (TDP) containing the available
drawings, reference books and specifications of the existing PCS
will be provided to bidders at the Bidder's Conference.
Destination:
The Work shall be carried out at Contractor's facility and the
new PCS delivered for March 1, 2015 the latest to a Vessel Life
Extension (VLE) Contractor to be identified by Canada.
Bidders' Conference:
A bidders' conference chaired by the Contracting Authority will
be convened on May 28 , 2014 @ 0900 ADT, in Darthmouth, Nova
Scotia at 50 Discovery Drive in the Atrium Boardroom.
Mandatory Site Visit - Vessel
It is mandatory that the Bidder or a representative of the
Bidder visit the Vessel. Arrangements have been made for site
visit to be held on May 26, 2014 to May 30, 2014 inclusively
onboard CCGS Earl Grey tied up alongside at the Bedford
Institute of Oceanography in Dartmouth, Nova Scotia at 1
Challenger Drive. Bidders who do not attend or send a
representative will not be given an alternative appointment and
their bids will be rejected as non-compliant. Any clarifications
or changes to the bid solicitation resulting from the site visit
will be included as an amendment to the bid solicitation.
Delivery Date:
Work must be completed and delivered no later then March 1, 2015.
Sourcing Strategy:
The requirement is exempt from the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP),
Annex 4 and the North American Free Trade Agreement (NAFTA),
Chapter Ten Annex 1001.2b Paragraph 1(a). However, it is subject
to the Agreement on Internal Trade (AIT).
Contract Financial Security
A Contract Financial Securities in the form of a Security
Deposit of 5% of the contract price will be required and will be
retain by Canada up to the end of the warranty period that will
be January 3, 2017 the latest.
Insurance Requirements
The Insurance Requirements are as follows;
A) Ship Repairer's Liability Insurance in an amount of not less
than $10,000,000 per accident or occurrence and not less than
$20,000,000 in the annual aggregate.
B) Commercial General Liability Insurance in an amount of not
less than $10,000,000 per accident or occurrence and not less
than $20,000,000 in the annual aggregate.
C) Errors and Omissions Liability (a.k.a. Professional
Liability) Insurance in an amount of not less than $1,000,000
per loss and in the annual aggregate, inclusive of defence costs.

The Crown retains the right to negotiate with suppliers on any
procurement.
