Nature of Requirements:
Canada Border Service Agency (CBSA) has a requirement to upgrade
and expand their current CCTV system located at the Ambassador
Bridge in Windsor, Ontario. The Contractor must provide and
install the system in accordance with Annex A Statement of Work,
project drawings and project schedule. The Contractor is
responsible for providing a complete and fully operational
system.
The Contractor must provide a 3 year maintenance, support and
alarm monitoring service.
Only one contract will be awarded as a result of this
solicitation.
It is mandatory that the Bidder or a representative of the
Bidder visit the work site. Arrangements have been made for site
visits to be held on Thursday, January 29, 2015 at 10:00am.
Bidders must be ready to begin work immediately following
contract award.
There is a security requirement associated with this
requirement.
The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), and the Agreement
on Internal Trade (AIT).
Mandatory Technical Criteria includes:
Bidders must demonstrate meeting all mandatory technical
criteria in their bids in order to be considered responsive.
1. The Bidder must demonstrate meeting all the specifications
outlined in Annex "A" Statement of Work by submitting a letter
stating that they meet all the requirements as stated in the
Annex "A" Statement of Work.
2. Bidder must provide at least one technician employed by the
bidder who has obtained Certification in the VMS proposed in the
bid. Bidder must demonstrate this by including a certificate of
the named technician with the bid.
3. Bidder must be an authorized partner and Distributor for the
cameras proposed in the bid and must have access to technical
support. Bidder must demonstrate this by providing a certificate
with the bid or an email testament from the manufacturer.

The Crown retains the right to negotiate with suppliers on any
procurement.
