Nature of Requirements:
1. PURPOSE OF NOTICE:
Public works and Services Government Canada wants to set up a
list of qualified consulting firms or joint ventures for the
services of an Indepependant Engineer within the framework of
the project of the Corridor for the New Bridge for the St.
Lawrence Corridor (NBSLC).
2. DESCRIPTION:
On October 5, 2011, the Government of Canada announced that it
will proceed with the construction of a new crossing to replace
the Champlain Bridge and associated highway infrastructure. The
New Bridge for the St. Lawrence Corridor (NBSLC) Project is a
corridor-wide project located between the Island of Montreal and
the City of Brossard.
In addition to the main bridge, i.e., the New Bridge for the St.
Lawrence (NBSL), the NBSLC will include work on the South Shore,
the Island of Montréal, Nuns' Island (Île-des-Soeurs) and the
demolition and reconstruction of the Île-des-Soeurs (IdS) Bridge.
The NBSLC Project includes the design, construction, financing,
maintenance and operation (including life cycle refurbishment
and toll installation and collection) of the New Bridge for the
St. Lawrence including the IdS Bridge and all related works in
the corridor. The NBSLC Project covers approximately 8 km of
highway. At its western extent, it begins near Pitt Street
between the De la Vérendrye and Atwater interchanges on the
Island of Montréal. The NBSLC Project follows the existing A15
across the Île-des-Soeurs Bridge, passes through the northern
part of IdS, and then crosses the St. Lawrence River just
downstream of the existing Champlain Bridge to end, at its
eastern extent, near Boulevard Pelletier in the City of Brossard.
The NBSLC Project will be delivered through a public-private
partnership (PPP) that will design, build, maintain and operate
the new crossing over the St. Lawrence River.
The Authority (Government of Canada) and Private Partner require
the services of an Independent Engineer who shall perform
engineering services generally described as monitoring,
auditing, testing, reporting and other oversight services for
the Project. The Independent Engineer shall act as an
independent professional and not as a representative of either
the Authority or the Private Partner in the performance of its
duties. Any certification, decision or exercise of discretion by
the Independent Engineer in the performance of its duties
described in the Project Agreement and the Independent Engineer
Agreement will be applied fairly and objectively with respect to
the Authority and the Private Partner.
The Independent Engineer shall provide all personnel, equipment,
material, and resources to perform the IE tasks arising out of
the Project Agreement and to adequately fulfil the role of
Independent Engineer.
3. PROCESS FOR THE REQUEST FOR PROPOSAL:
Proponents responding to this RFP are requested to submit a
proposal in two phases. Phase One proposals will cover only the
skills, abilities and experience and organization of the
proponent and its teams. Following evaluation and rating of
these proposals, proponents will be informed as to whether or
not they have met the Phase One requirements and if they have,
they will be invited to submit proposals for Phase Two. Phase
Two proposals will cover the experience of the support team,
understanding of the mandate, the intended method of work and
proposed prices. The proposals submitted for Phase One and Phase
Two will constitute the final proposal. Proposals not meeting
the requirements of phase 1 will not be invited to submit a
proposal for phase 2.
Firms whose proposals obtain the required pass scores during the
various evaluation phases will be included on the list of
qualified firms. This list will be submitted to the designated
Private Partner who will choose the firm or joint venture with
which it will enter into the agreement for the services of an
Independent Engineer for the New Bridge on the St. Lawrence
Corridor project.
A bidders' conference via WebEx will be held Thursday January
29, 2015 at 10:00 am in French and at 1:30 pm in English. The
scope of the requirement outlined in the RFP for the IE will be
reviewed during the conference. Potential bidders are advised to
refer to the RFP for more details on the bidders' conference.

This requirement contains a security requirement.
The period of services for the IE will be from July 2015 until
December 2025 with the irrevocable option to extend by up to
five (5) additional one year periods.
