Full description

The Department of Fisheries and Oceans has a requirement for fluvial geomorphology expertise and support for monitoring and guidance of watercourse rehabilitation work at Apetowun Creek, west-central Alberta.
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract for these services to GeoProcess Research Associates Inc., Dundas ON. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ACAN posting period.
If other potential suppliers submit a statement of capabilities during this ACAN posting period that meets the requirements set out in the ACAN, the government will proceed to a full tendering process on either GETS or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Statement of Requirement
Fisheries and Oceans Canada (DFO) requires the services of a fluvial geomorphologist to act as a third party observer of a proponent-lead watercourse rehabilitation project. The work is to be carried out in west-central Alberta. The services of a fluvial geomorphologist will be required from date of contract award with various field based assessments conducted throughout the open water season in 2018-2019. There may also be a requirement to attend Court to speak to findings. A Court date, if required is to be determined at a later date.
The contractor will apply the principles of fluvial geomorphology as a DFO representative observer to critically assess the rehabilitation of Apetowun Creek focussing on the form processes, function and interdependence of the stream and surrounding ecosystems during rehabilitation works. The understanding of stream and hill slope hydrology and hydraulics is essential to completing the assessments. The relationship between hydrology and sediment transport will also be assessed at varying temporal and spatial scales. A sound scientifically-defensible approach with regards to collecting field data will be required.
The contractor will have specialization in erosion hazard analysis and management. Their specialization with regards to erosion hazard analysis must include experience within waters that contain fish. The contractor must demonstrate a depth of experience by describing how many watercourses they have been a part of assessing. Typical projects would include; sub-watershed assessments, geomorphologic assessments of channel stability and erosion, stream rehabilitation, bank stabilization and natural channel design. The contractor must also demonstrate knowledge of the species of fish that have been part of the scope of practise.
Requirements include, but may not be limited to: a background review of available information, analysis of pertinent information, field reconnaissance, stream and valley restoration and long-term monitoring recommendations.
Tasks:

The contractor will conduct fluvial geomorphological assessment and provide feedback and reports from a fluvial geomorphology perspective to enhance the Department’s understanding of the potential for success of the rehabilitation efforts in the context of recreating a dynamically stable system that includes fish habitat features for target fish species.
Report flaws and options for remedy.
Provide expert opinion regarding the environmental aspects of their assessment during meetings with DFO, their contractors, other agencies and representatives and if required, the Department of Justice.
Provide an expert witness testimony in Court if needed.

Fluvial geomorphological assessment involves:
Review existing background information including but not limited to the historic pre mining information of the aquatic ecosystems hydrology and hydraulics model, operational mining monitoring of aquatic ecosystems.
2. Undertake field reconnaissance and detailed field data collection at selected locations as needed.

Observe and critically assess and monitor the Proponent’s practices associated with the rehabilitation of Apetowun Creek.
Provide on-site guidance to the Proponent’s team on behalf of DFO when required to assist in the rehabilitation of Apetowun Creek. The focus of this requirement will be the long-term success of the rehabilitation of Apetowun Creek.
Provide assessment, recommendation, and conclusions in documents to be included as part of DFO’s monitoring of the rehabilitation of Apetowun Creek.

Activities: These may include, but may not be limited to: field reconnaissance, desk-top analysis (modelling) and any other means of acquiring data to produce reports with conclusions and recommendations to support the restoration of Apetowun Creek.
Milestones:

A report, or, reports capturing the expert’s opinion on the progression of the rehabilitation of Apetowun Creek as it relates to reconstruction of the watercourse and the incorporation of fish habitat features considering the science of fluvial geomorphology. This will be based on the site visits that the successful contractor will make.
Real time communication to DFO as required during site assessments of the rehabilitation efforts. It is anticipated that observing will be more intensive when rehabilitation efforts commence, and will taper off as the project is underway and progressing positively.
Recommendations for additional monitoring that can be developed to evaluate restorative actions.Minimum Essential Requirements

To demonstrate their experience, bidders must provide details on one (1) previous study where a dam breach resulted in complete loss of aquatic habitat over a distance of at least five (5) km. The study must have included a complete channel and valley assessment, hydraulics analysis, and a fish habitat and riparian zone restoration plan.
Bidders must identify:

  • the name of the client;
  • the period during which the service was provided;
  • a detailed outline of the services provided; and
