The Department Foreign Affairs, Trade and Development Canada
(DFATD) has a project to upgrade its bullet resistant and
physically resistant security products, which have been deployed
globally at embassies, consulates, high commissions and trade
offices. As such, PWGSC is issuing a request for a Regional
Individual Standing Offer (RISO) for DFATD in the National
Capital Region for commercial off the shelf (COTS) bullet
resistant and physically resistant security products under the
following categories:
· Global standard door various types / steel doors
· Bullet resistant framed fixed window/ speak through windows
various sizes
· Bullet resistant glazing without frame
· Covered stainless steel-pass through trays
In order to safeguard the security details/ information
contained in the statement of work, the solicitation will be
done in a two-stage approach.
Step one: The RFSO/A will be posted on Buyandsell for 40
calendar days and all interested suppliers will be invited to
submit an offer and it will be up to the offerors to demonstrate
their compliancy to the mandatory criteria indicated in the
RFSO/A.
Following the first technical evaluation of the offers received,
only the Offerors who have met all of the mandatory criteria
will be issued the documents of step two.
Step Two: Compliant offerors will be issued the statement of
work and the remaining documentation in order to submit their
technical and financial offers for evaluation.
The period will be for three (3) years from the date of issuance
of the Standing Offer plus the right to request an extension of
two (2) additional periods of up to 12-months each.

The Crown retains the right to negotiate with suppliers on any
procurement.
Documents may be submitted in either official language of Canada.
