Nature of Requirements:
RISO - Laboratory Analytical Services
BACKGROUND:
This Request for Standing Offer(s) is required on a regular and
ongoing basis for water quality testing for the Department of
National Defence (DND). The water is tested daily, weekly and
monthly at various locations. It is a critical requirement,
particularly in the summer when there is water waiting to be
pumped into the Ships for operational purposes. In addition, it
is also used for environmental monitoring and testing services
related to daily operational support of DND that includes
sanitary discharges, management of drinking water facilities,
and disposal of contaminated soil, wastewater, waste oil and
hazardous materials.
While each service may have specific parameters of concern, DND
will typically request analyses of analyte groups (e.g., total
metals or PAH compounds), with analytical results to be provided
for specific parameters (e.g., lead or benzo[a]pyrene) within
each group.
REQUIREMENT:
The Department of National Defence has a requirement for the
provision of Laboratory Analytical Services on an "as and when
requested" basis for use by CFB Esquimalt and CFMETR Nanoose
(Canadian Forces Maritime Experimental Test Range), CFS Matsqui,
CFS Aldergrove and CFS Masset in accordance with the
solicitation document.
The period of the Standing Offer is from date of issuance of
Standing Offer to December 31, 2015.
Analytical services are required for:
Soil/Sediment samples
Water Samples
Waste Oil and Fuel
Hazardous Materials
Miscellaneous (unspecified) Tests
This request for a standing offer does not require the
Contractor to provide on-site monitoring or sample collection
services. DND personnel will collect and submit all samples
directly to the Contractor's laboratory.
The estimated total cost of expenditures that could be ordered
up against the proposed Standing Offer(s) could amount to
$300,000.00, GST/HST included over a 3-year period. It is the
intention of Canada to issue, as a result of this Request for
Standing Offer, up to (3) Regional Individual Standing Offers,
up to this aggregate amount, to ensure that there will be a
continuity of service in as many locations as possible.
Pursuant to section 01 of Standard Instructions 2006, a Consent
to a Criminal Record Verification form (PWGSC-TPSGC 229
available at:

html), MUST BE SUBMITTED WITH THE OFFER, by Request for Standing
Offers closing date, for each individual who is currently on the
Offerors Board of Directors.

LIMITED TENDERING REASONS:
The reasons for limited tendering process for the required
Laboratory Analytical Services are detailed below.

safe supply of recreational water that is verified and hinges on
these lab results.
Protection of CF community and public health by ensuring
effluent discharges meet legislated requirements that are
verified and hinge on these lab results.
Protection of DND and municipal workers health and safety by
ensuring effluent discharges meet legislated requirements that
are verified and hinge on these lab results.
TRADE AGREEMENTS:
The requirement is subject to the provisions of the World Trade
Organization Agreement on Government
Procurement (WTO-AGP), the North American Free Trade Agreement
(NAFTA), and the Agreement on Internal Trade (AIT).
EXCEPTIONS TO THE APPLICABLE TRADE AGREEMENTS:
The following exceptions are being invoked:
WTO-AGP Article XXIII (2);
NAFTA 1018 (2b);
AIR 506.11(e).
