Regional Individual Standing Offer - Environmental Services
(Aboriginal Set-Aside) - Various Locations - Nova Scotia, New
Brunswick, and Prince Edward Island (NS, NB, & PEI)
This procurement has been set aside under the federal
government's Procurement Strategy for Aboriginal Business
(PSAB). In order to be considered, a supplier must certify that
it qualifies as an Aboriginal business as defined under PSAB and
that it will comply with all requirements of PSAB.
Public Works and Government Services Canada (PWGSC) has a
requirement to establish Regional Indivdual Standing Offers
(RISOs) for Environmental Services (with an Aboriginal Set
Aside) for federally owned properties in the provinces of Nova
Scotia, New Brunswick, and Prince Edward Island, as per the
attached Required Services document. These Environmental
Services will include environmental studies related to
environmental assessment and related permitting and scientific
studies (eg. Biology).
This requirement will be evaluated in accordance with pre-set
mandatory, technical and price criteria. Offers will be rated
with regard to the proposed team approach and management of
services, past experience of the offeror, senior environmental
specialist expertise and experience, project personnel expertise
and experience, as well as the proposed price of the services.
PWGSC is intending to issue one (1) RISO for the highest ranked
offer in each province (Nova Scotia, New Brunswick and Prince
Edward Island), for a total of three (3) RISOs in response to
this Request for Standing Offer (RFSO).
The total value of these RISOs is estimated to be $300,000.00
(HSTI). Individual call-up amounts will vary, up to a maximum
of $35,000.00 (HSTI). A standing offer is an agreement and not
a contract. Canada does not guarantee that the full amount, or
that any amount, will be called-up on any resulting RISO.
The term for these RISOs will be two (2) years from the date of
issuance, on an "as and when requested basis."

It is the responsibility of the Offeror to ensure that all
amendments issued prior to closing have been obtained and
addressed in the submitted offer. Amendments, when issued, will
