Request for Multiple Regional Master Standing Offers for
Light Vehicle rental services, Quebec region
1. Description
Provide, as and when ordered, light vehicle rental services
(short term (30 days or less) and long term (more than 30 days))
to all Government of Canada departments, organizations, Crown
corporations and agencies (including those described in the
Financial Administration Act, as amended from time to time)
located in one of the ten (10) sectors set out in this request
for Standing Offer: 1)Quebec City (including
Donnacona/Valcartier/Lévis), 2)Montreal (including the island of
Montreal, Laval, Longueuil and Montreal's surrounding suburbs),
3)Saint-Hyacinthe, 4)Trois-Rivières, Shawinigan,
5)Drummondville, 6)Sherbrooke, 7)Saint-Jean-sur-Richelieu,
8)Rivière-du-Loup, 9)Rimouski, Matane, Gaspésie and 10)Saguenay
(including Bagotville and Jonquière).
The standing Offers will be used only for the operational
requirements of the Identified users (as a replacement for the
vehicle fleet of these organization). It must not serve for
their employees' trips.
The goal is to implement a directory of offerors providing light
vehicle rental services, by sector and for various categories of
vehicles, as defined in AnnexA - Statement of Requirement, Annex
B - Basis of Payment and Annex C - Rate Table.
2. Period of the Standing Offer
The standing Offer will be implemented from the date of issue of
standing offers until October 31, 2014, inclusive.
3. Multiple Standing Offers:
Canada expects to issue multiple standing offers to offerors of
light vehicle rental services who meet the evaluation criteria
and pass the selection procedure detailed herein. All compliant
offerors who have submitted an offer will be registered in the
directory.
4. Standing offer value:
An undetermined number of Standing Offers may be established
subsequent to this Request for Standing Offers. To make
administration of the Standing Offers easier, all Standing
Offers issued subsequent to this solicitation will reflect a
dollar value of "NIL". This in no way limits the volume of
business the Offeror may do with the federal government.
The total estimated value of all Standing Offers issued under
this Request for Standing Offers is $5,000,000. This is an
approximation of the requirement given in good faith for
financial bid evaluation purposes. It does not represent a
commitment by Canada.
5. Basis of Selection
An offer must comply with all the requirements of the Request
for Standing Offers to be declared Responsive. All the
responsive offers will be recommended for issuance of a standing
offer.
6. Other information:
- This requirement is subject to the provisions of the Agreement
on Internal Trade (AIT).
- The requirement is limited to Canadian services.
- The Offerors can bid on one or more sectors identified in this
Request for Standing Offer.
- The Offerors can bid on one or more vehicle categories
indentified in Annex C, Rate Table.
