Offre à commandes pour la prestation de services de médiation dans la région du Pacifique

Fisheries and Oceans Canada (DFO) has a responsibility to maintain an orderly and well managed fishery. The services of a mediator may sometimes be required to support DFO’s work related to resolving conflicts with, between or amongst parties.

The purpose of this request is to solicit proposals for standing offers from companies with the ability to provide mediation services. Mediation is defined as an intervention by a third party between or amongst conflicting parties to promote reconciliation, settlement, or compromise. The mediator has no stake in the dispute and is not identified with any of the competing interests involved.

The work under the standing offer will involve mediation being undertaken as a result of a conflict with, between or amongst parties in a fisheries context.

The period of the Standing Offer will be from January 1, 2015 to December 31, 2016 with the possibility of one additional one year option period at the discretion of Fisheries and Oceans Canada. It should be noted that a Standing Offer to provide mediation services shall be on an as and when required basis. Standing offers are not a guarantee of business and Fisheries and Oceans Canada is not obligated to use these services.

It is a condition that, prior to performance of any obligation under any contract resulting the Contractor and sub-contractors and their employees assigned to the performance of such contract will be security cleared by the federal government at the secret level.

The bidder must submit a separate proposal package for each mediator being proposed.

Tender documents MUST be downloaded from www.buyandsell.gc.ca . Those who submit a bid agree to be bound by the instructions, clauses and conditions of the bid solicitation and accept the clauses and conditions of any resulting standing offer or contract.
