TITLE :
Acquisition of a Data Consolidation Tool - Global Metrics
Accross Various Transportation Fields
DESCRIPTION :
Transport Canada's Economic Analysis directorate (ACA) conducts
analysis and research in order to understand and explain trends
and the evolution of the different elements of the Canadian
Transportation system. The economic analyses support
policymaking, program development and decision-making. The scope
of analysis is all modes of transportation and all facets of
socio-economic aspects of transportation services allowing the
Department to understand the changes in the supply and demand of
transportation services in Canada.
To better monitor the changes in supply and demand affecting the
transportation industry, ACA requires access to a reliable data
provider that can consolidate global metrics across various
fields affecting transportation in an efficient and timely
manner. With this, it hopes to proactively monitor the
Canadian transportation system and supply chain by monitoring
the global trends and changes of commodities/ stakeholders that
rely on it. In addition, the efficiency gained from having a
consolidated, updated source of data will reduce research and
maintenance efforts and benefit internal analyses and
applications.
The solicitation is intended to result in the award of 1 (one)
contract for 1 (one) year, and up to 4 (four) irrevocable
one-year options allowing Canada to extend the term of the
Contract.
TRADE AGREEMENTS :
This requirement is subject to the Agreement on Internal Trade
(AIT).
MANDATORY EVALUATION CRITERIA :
To be considered responsive, a bid must meet all of the
following mandatory evaluation criteria. Bids not meeting all of
these mandatory requirements will be given no further
consideration. Consequently, Bidders are encouraged to supply as
much information as necessary to demonstrate clearly that the
mandatory requirements have been met.
The Bidder must provide a free trial period for one (1) month
access to two (2) concurrent users in order for evaluators to
validate the claims of the Bidder. If Canada determines that
the Bidder has not provided operational trial accounts at bid
closing, Canada will allow the Bidder the opportunity to submit
username and passwords to access the free trial. Failure to
provide such access and associated information within the time
frame provided will result in the bid being declared
non-responsive.
M1 Availability of macroeconomic data from at least 79 countries;
M2 Availability of macroeconomic data from Canada, the United
States, Mexico, all EU countries, BRIC, Japan, South Korea, Hong
Kong and Australia
M3 Macroeconomic data must include indicators covering GDP,
labour, debt, current accounts, inflation, interest rates,
import/export, consumer/business sentiments
M4 Availability of import/export/trade flow data between
countries
M5 Availability of short-term forecasts for economic indicators

the countries listed: Canada, US, Mexico, EU, Japan, China,
Brazil, India, Australia, South Korea
M9 Availability of data on public company financials,
fundamentals, and historical time series (all data related to
public filings and their financial health/ratios)
M10 Availability of worldwide market related data, including:
Foreign Exchange spot rates, Instrument Pricings, financial
metrics based on industry averages, current stock & index prices
across worldwide exchanges, historical time series of these
elements. The exchange data offered must include exchanges from
the following countries: Canada, US (NYSE, Nasdaq), Hong Kong,
Japan, England, China, Australia, South Korea, Brazil.
M11 Availability of Spot Prices and Futures Prices on all
commodities involved with the transportation system in Canada.
Commodities must include oil, wheat, iron ore, nickel, gold,
silver, natural gas, lumber.
M12 Availability of mapping and spatial analysis tools of data
and commodity assets (globally)
M13 Access to news and experts' analysis on commodities
M14 Availability of short-term forecasts for the sectors of oil,
grains, metals, energy and lumber
M15 Availability of historical data series for all key
commodity, financial market and economic indicators, dating back
at least 15 years (or to as far back as offered by the data
source)
M16 Availability of Application Program Interfaces (APIs) to
extract all economic/financial/commodity/forecast time series
data to Excel
M17 Availability of data upon its release day
M18 Business Hours Support is included in the bid price
(Technical support must be available between the hours of 7:00
and 18:00 EST.)
M19 The bidder must demonstrate that the proposed tool has at
minimum 25% marketshare in the data, news and financial software
markets.
M20 The Bidder must provide a free trial period for one (1)

POINT RATED EVALUATION CRITERIA :
Point-Rated Evaluation Criteria are included in Annex D of the
bid solicitation.
BASIS OF SELECTION :
Highest Combined Rating of Technical Merit and Price
1. To be declared responsive, a bid must:
a. comply with all the requirements of the bid solicitation; and
b. meet all mandatory criteria; and
c. Obtain the required minimum of49points overall for the
technical evaluation criteria which are subject to point rating.
The rating is performed on a scale of70 points.
2. Bids not meeting (a) or (b) or (c) will be declared
non-responsive.
3. The selection will be based on the highest responsive
combined rating of technical merit and price. The ratio will
be70%for the technical merit and30%for the price.
4. To establish the technical merit score, the overall technical
score for each responsive bid will be determined as follows:
total number of points obtained / maximum number of points
available multiplied by the ratio of70%.
5. To establish the pricing score, each responsive bid will be
prorated against the lowest evaluated price and the ratio of30%.
6. For each responsive bid, the technical merit score and the
pricing score will be added to determine its combined rating.
7. Neither the responsive bid obtaining the highest technical
score nor the one with the lowest evaluated price will
necessarily be accepted. The responsive bid with the highest
combined rating of technical merit and price will be recommended
for award of a contract.
