Nature of Requirements:
The Aviation and Marine Statistics and Analysis unit within the
Transportation and Economic Analysis (TEA) directorate of
Transport Canada (herein called Transport Canada) requires data
on airline fleets to successfully fulfill aviation data requests
both from within and external to Transport Canada.
In addition to fulfilling aviation fleet requests, airline fleet
data will allow Transport Canada to remain informed of current
trends within the aviation industry, both domestic and
international.
Data extracted and manipulated from an airline fleet web-based
querying tool and flat file will be used in public and internal
documents of Transport Canada, to provide information on a given
air carrier or an aggregate analysis of fleet utilization and
characteristics as well as complement Transport Canada's other
data sources.
The solicitation is intended to result in the award of 1 (one)
contract for 1 (one) year, and up to 4 (four) irrevocable
one-year options allowing Canada to extend the term of the
Contract.
The requirement is subject to the Agreement on Internal Trade
(AIT).

STATEMENT OF WORK
Request for an Airline Fleet Web-based Querying Tool and Flat
File

BACKGROUND
The Aviation and Marine Statistics and Analysis unit within the
Transportation and Economic Analysis (TEA) directorate of
Transport Canada (herein called Transport Canada) requires data
on airline fleets to successfully fulfill aviation data requests
both from within and external to Transport Canada.
In addition to fulfilling aviation fleet requests, airline fleet
data will allow Transport Canada to remain informed of current
trends within the aviation industry, both domestic and
international.
Data extracted and manipulated from an airline fleet web-based
querying tool and flat file will be used in public and internal
documents of Transport Canada, to provide information on a given
air carrier or an aggregate analysis of fleet utilization and
characteristics as well as complement Transport Canada's other
data sources.
REQUIREMENT
Transport Canada's requirements for an off-the-shelf product are
as follows:
1. Format: Data on airline fleets must be accessible via a
web-based querying tool and a flat file.
a. The web-based querying tool must:
i. Be easily accessible to employees of Transport Canada and not
require an installation of software on the employees' computer.
ii. Be dynamic, allowing for custom and advanced data searches
that are readily exportable or downloadable to Microsoft Excel.
This feature must be available for all data fields and time
periods accessible through the website.
b. The flat file must be downloadable to an organized database,
and its structure must not change without adequate (three
months) warning. Transport Canada will store the flat file in
the manner it sees fit, reserving the right to upload it to a
database and keeping it indefinitely while at the same time
respecting any applicable copyright agreements.

2. Timeliness:
a. The dataset available to users must not be older than the
last quarter and must be updated at least quarterly on the
web-based querying tool and be accessible 24 hours a day/seven
days a week except for routine maintenance and outages.
b. Flat files must be delivered through email, transfer
protocol or any other electronic means deemed acceptable to both
parties on an annual basis (the end of the contract year).
3. Data requirements:
a. Both Canadian and foreign (non-Canadian) airlines must be
included with the airline fleet data. The product must represent
at least 90% of the scheduled Canadian airline capacity on the
Canadian market and 90% of the scheduled foreign airlines
capacity on the Canadian market.
b. The product must contain specific data fields with respect to
airline fleets. Any additional data fields that are sought will
be considered as an asset. See the Required Data Fields and
Optional Data Fields sections below for details.
c. The product must provide both current (2014-15) and
historical (minimum of five years) data that must fall within
specific time variables such as year or yearly/monthly time
periods.
4. Licenses: As a minimum, one of the following two options must
be provided:
a. Two (2) concurrent user licenses shared amongst any Transport
Canada employee; or
b. Five (5) individual user licenses to be assigned at the
discretion of Transport Canada.

Required Data Fields:
· Aircraft Type: This refers to the type of aircraft (example:
commercial jetliners, regional aircraft, executive jets and
miscellaneous aircraft).
· Aircraft Status: This refers to the state of an aircraft at
any point in its lifetime (example: active, retired, in
storage).
· Manufacture Date: This refers to the year in which an aircraft
was manufactured.
· Engine Type: This refers to a generic description by the
engine manufacturer.
· Maximum Takeoff Weight: This is the maximum allowable weight
of the aircraft at take off, in pounds or kilograms.
· Total Seats: This refers to the total number of seats on the
aircraft based on carrier configuration.
· Registration/Tail Number: This refers to the registration of
the aircraft.
· Operator Name: This is the operator's name.
· Operator Code: This refers to the two-character International
Air Transport Association (IATA) code or to the three-letter
International Civil Aviation Organization (ICAO) code
(identifying the operator). If there is no official code
available, an unofficial code used by the airline may apply or
other system as identified by the data provider.
· Leased/Owned Indicator: This indicates whether the aircraft is
leased or owned at any point in its lifetime.

Optional Data Fields:
· Belly Volume: This is the total volume of the aircraft's lower
deck cargo hold, including all forward, rear and bulk
compartments, in cubic feet or meters.
· Main Deck Volume: This is the total volume of the main deck of
freighter aircraft expressed in cubic feet or meters.
· Seat Class: This refers to seat class (example: economy,
coach, business, first) including the number of seats per class.
· Pay Load Capacity: This would include the weight of the
following three categories - passengers, luggage and freight -
that an aircraft can maintain.
· Fuel Capacity: This includes the total amount of fuel
available for propulsion.
· Range with Maximum Fuel: This is the range with maximum fuel
on board and no payload.

Optional Data Fields: (continued)
· Range with Maximum Payload: This is the range with maximum
payload on board.
· Overall Length: This is the overall length of the aircraft in
feet or meters.
· Aircraft Noise Class: This field refers to engine noise
classifications.
· Number of Engines: This refers to the number of engines for an
aircraft.
· Hours Flown: Total hours flown during the aircraft's years of
activity.
· Registered Owner Name: This is the registered owner's name.
· Lease Expiration Date: This refers to the date when an
aircraft lease expires.
· Present Value: The current resale value of the aircraft.
BID PROPOSAL CONTENT
The proposal on the part of the contractor must include the
following:
1. The general approach /methodology the contactor uses to
collect fleet data from airlines;
2. An explanation of how Transport Canada will be able to access
the airline fleet data from the web-based querying tool and the
flat file.
3. Frequency at which the frequency at which the aviation fleet
data is renewed.
4. A comprehensive list of all Canadian and non-Canadian
airlines included in the bidder's web-based querying tool and
flat file.
5. A comprehensive list of the data fields the bidder is
proposing to provide Transport Canada.
6. Provide a sample data set, that includes the Air Canada
fleet, for a duration of two weeks after the bid process has
closed via either:
a. The web-based querying tool, provided to Transport Canada
with at least one (1) trial account, shareable among Transport
Canada employees, for the duration of the trial period. The
hyperlink and login credentials to the web-based querying tool
must also be included in the bid; or
A flat file in the format that will be provided throughout the
contractual period. The flat file sample must be included in
the bid and provided via either a compact disc (CD), USB key or
a hyperlink and login credentials where the file can be
downloaded.
