An ACAN is a public notice indicating to the supplier community

goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award.

1. DEFINITION OF REQUIREMENTS:

Public Works and Government Services Canada (PWGSC) on behalf of
the Defence Research and Development Canada - Centre for
Security Science (DRDC - CSS) of the Department of National
Defence (DND) intends to solicit a bid and negotiate a contract
with Deep Logic Solutions for the development of a National
Critical Infrastructure Interdependencies Model using
RiskOutLook® Software Model.

The requirement is to exploit the EMO CI RiskOutLook® sector
models to develop a national CI interdependencies model that
will include sector dependency models and the amalgamation of
these sector models into a holistic RiskOutLook® model that
spans all CI sectors. Therefore, the contractor must have both
a demonstrated capability with the RiskOutLook® software model
and experience with the development of the EMO CI RiskOutLook®
data model.

1.1. Task 1: Develop a CI Interdependency Model for the Pilot

validated and verified RiskOutLook® cross sector model.

1.2. Task 2: Pilot Phase Report

The contractor will report on the results of the pilot phase,
which will include analysis of the Pilot Phase model to identify
preliminary CI interdependency priorities, feedback from the
participating sectors and lessons for the extension of the
approach to all ten sectors. The contractor will transition the
model to the custodianship of the client.

1.3. Task 3: Development of a National CI Interdependency Model

The contractor will extend the Pilot Phase approach, modified as
necessary to accommodate lessons identified from that phase, to
all ten CI sectors.

1.4. Task 4: Report on the Results of Development of the
National Model

The contractor will report on results of the development of the
full National CI Model, which will include the analysis of the
National CI Model to identify priority CI interdependency

lessons for further interdependency work amongst the national CI
sectors. The contract will also transition the full National
CI model to the custodianship of the client.
