Definition of Advance Contract Award Notice
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, during the fifteen calendar day posting period, a statement of capabilities that meet the requirements set out in the ACAN, the competitive requirements of the governments contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Boards electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Scope
The Royal Canadian Mounted Police (RCMP) has a requirement for a consultant to render Aircraft Maintenance Engineer training for:
-Pratt and Whitney PT6A Large Series Engine Line and Base Maintenance;
-Pratt and Whitney PT6A Small Series Engine Line and Base Maintenance; and
- Pratt and Whitney PT6 Series Hot Section Inspection.
It is estimated that sixteen (16) individuals require training on a yearly basis for a combination of large and small series line and base maintenance while up to sixteen (16) individuals may be trained on a yearly basis for the Hot Section Inspection.
The purpose of this ACAN is to signal the government's intention to award a contract for PWC PT6A Large Series and Small Series Line/Base Maintenance training and PT6 Hot Inspection training to Flight Safety International.
Background
In referencing the Aircraft Maintenance Operation Maintenance Policy manual (section 8), Air Services Branch shall ensure that initial and recurrent training is provided for aircraft maintenance and technical support personnel. Recurrent training is to be provided to ensure personnel remain competent and are made aware of any changes to the regulations, standards or aircraft/ system maintenance procedures specific to aircraft owned and operated by the RCMP. Specifically, Aircraft Maintenance Engineer training is required for the various types of Pratt and Whitney Canada engines that are utilized in the following RCMP aircraft, Pilatus PC12, De Havilland Twin Otter, Cessna 208 Caravan, Piaggio P180 Avanti and Kodiak Quest.
Minimum Essential Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
1. The service provider must be authorized by Pratt and Whitney Canada to deliver training
2. The service provider must be Transport Canada approved to provide training
3. The service provider must be able to provide services per the scope of work; A) Engine Technical Training and B) Content for Large Series Engines, Small series engines and Hot Section inspection.
4. The service provider must be able to provide training on all Pratt and Whitney engine models in the RCMP's fleet as follows: PT6A-27,-34,-66,-67B,-67P,-114A.
Justification for the Pre-Selected Supplier
Flight Safety is the only known supplier that can provide the services that meets the minimum essential requirements.
Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under Part 1 subsection 6(d) - "only one person is capable of performing the work".
Ownership of Intellectual Property.
Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.

Scope of Work
A: Engine Technical Training
The following are the required courses to cover engines owned and operated by the RCMP.
1) PWC PT6A – Larger Series engine, Line and Base Maintenance (specifically models 67B and 67P)
2) PWC PT6A – Small Series Engine, Line and Base Maintenance (specifically models 27, 34, 114A)
3) PWC PT6 Series Hot Section Inspection

COURSE OBJECTIVES for Large and Small Engine series Training:
- Apply the applicable reference Manuals (Engine Maintenance Manuals, Illustrated Part catalogue, SB’s).
- Identify and follow safety precautions when working on or near engine and its systems
- Identify and locate principal engine components.
- Understand the normal function and operation of major systems, including terminology and nomenclature.
- Identify and use appropriate documentation.
- Locate those procedures for replacement of components for ramp and transit activities.
- Perform system, engine, component and functional checks as specified in the maintenance manual.
- Correlate information for the purpose of making decisions in respect to fault diagnosis and rectification to maintenance manual level.
- Demonstrate knowledge of the main ramp and transit (through-flight) activities of the engine.

- Disassemble, inspect and assemble /replace engine AGB components.
The course objectives are aligned with the following recommendations: CAR Standards 566 (as applicable).

The following trade agreements are applicable to this procurement: NAFTA/AIT/WTO-AGP.Section 6 of the Government Contract Regulations applies as only one person or firm is capable of performing the contract.
Government Contracts Regulations Exception
This contract is subject to subsection 6(d) of the Government Contracts Regulations, in that only one person or company is capable of performing the contract.
Proposed Contract Period
The contract will be from award date to one year later, plus irrevocable options to extend for up to four (4) one-year periods on an as-and-when requested basis.
Estimated Cost
Estimated value of the initial contract and all options will be $1,000,000.00, including all applicable taxes.
Location of Work
All training is to occur at the vendor’s location in Canada and the United States of America.
