1. ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. DEFINITION OF THE REQUIREMENT
As the regulator of the Canadian Broadcast Industry, the
Canadian Radio-Television and Telecommunications Commission
(CRTC) uses audience measurement data to assess the performance
and health of Canada's radio and television industries and
licensees. As such, the CRTC has a requirement for commercial
off-the-shelf audience measurement data analysis software. The
software allows extraction and manipulation of data collected by
Numeris (formerly BBM Canada) through Portable People Meters
(PPM) and Diaries. The data is analyzed and used for audience
measurement of radio and television programming and services and
is critical to the CRTC'S decision making process and decisions
that impact the broadcasting industry as a whole.
The requirement includes: software licenses (minimum 10 users),
associated maintenance and support services, documentation and
training on the new features of the software. The software will
be installed on a PC with the following minimum specifications:

3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES
(MINIMUM ESSENTIAL REQUIREMENTS)
Any interested supplier must demonstrate by way of a statement
of capabilities that its product meets the following
requirements:
M1 The software must be "off-the-shelf", meaning that each
component of the software is commercially available and requires
no further research and development and is part of an existing
product line with a field-proven operational history (that is,
it has not simply been tested in a laboratory or experimental
environment).
M2 The software must be provided by an authorized software
partner of Numeris (formerly BBM Canada) for software to be
licensed within Canada.
M3 The software must work and interoperate with the existing
data and reports compiled by Numeris.
M4 The software must provide the ability to extract, manipulate
and analyze all four broadcasting data sets the CRTC uses to
make decisions on the Canadian Broadcasting Industry. These
data sets include TV Meter Data, TV Diary Data, Radio Meter
Data, and Radio Diary Data.
M5 The software must be able to analyze TV PPM Data back to 2004
in a single system.
M6 The software must provide the ability to create audience data
based on viewers and listeners to:
i. Specific stations
ii. Programs
iii. Types of radio and television stations
iv. Types of radio and television programs
As well as the ability to analyze the information against other
stations and/or programs and to alter the standard
definition of Reach from 1 minute of viewing to a user specified
threshold
M7 The software must enable and support the functionality for
users to analyze the following TV data:
1. Numeris TV meter data
2. Numeris TV diary data
3. Audience viewing by:
i. Hours
ii. Minutes,
iii. Average
4. The share of viewing audiences by station
5. Station attributes to enable aggregation of viewing
data:
i. Ownership,
ii. Language
iii. Type of Station
6. Program attributes and characteristics:
i. Canadian
Ii. Non-Canadian
Iii. Genre
7. Multi-period data for trending such as:
i. Multi-week
ii. Multi-month

M8 The software must enable and support the functionality for
users to analyze the following Radio data:

4. Share of tuning by station
5. Station attributes to enable aggregation of viewing

ESSENTIAL SUPPLIER REQUIREMENTS:
M9 The supplier must provide a dedicated representative to
manage the CRTC's account, and the representative must be
available during business hours (8:30am-5:00pm EST), Monday to
Friday.
M10 The supplier must be able to provide software maintenance
and support (updates, upgrades, revisions etc) to support the
development of new data manipulation during business hours
(8:30am-5:00pm EST), Monday to Friday.
M11 The supplier must be able to provide support for any
software issues during business hours (8:30am-5:00pm EST) Monday
to Friday
M12 The software must be downloadable from a client site.
4. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT
This procurement is subject to the following trade agreement(s):

5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
Canada considers BBM Analytics to be the only known software
provider to meet the above requirements.
6. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S)
The following exception(s) to the Government Contracts
Regulations is (are) invoked for this procurement under
subsection 6(d) - "only one person is capable of performing the
work".
7. EXCLUSIONS AND/OR LIMITED TENDERING REASONS

to be from December 1, 2014 up to and including November 30,
2017.

described in the ACAN may submit a statement of capabilities in
writing to the contact person identified in this notice on or
before the closing date of this notice. The statement of
capabilities must clearly demonstrate how the supplier meets the
advertised requirements.
11. CLOSING DATE FOR A SUBMISSION OF A STATEMENT OF CAPABILITIES
The closing date and time for accepting statements of
capabilities is 2014-11-25 at 2:00 p.m. EST).

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
