This procurement has been set aside under the federal
government's Procurement Strategy for Aboriginal Business (PSAB).
Requirement
The intent of this request is to establish one Regional Master
Standing Offer by region including the Comprehensive Land Claims
Settlement Areas (CLCSAs) under the aboriginal set-aside program
for the supply and delivery of bond office paper for use by
various Federal Government Departments and Agencies across
Canada on an "as and when requested" basis for a period of one
(1) year starting 1st April 2014 until 31 March 2015 with the
option to extend for one (1) year period under the same terms
and conditions.
Two (2) separate solicitation documents are published on the
GETS for this requirement: one (1) solicitation document
E60PD-14PAPR/A aimed at the general industry and one (1) under
the aboriginal set-aside program E60PD-114APR/B. If Offerors
are eligible and choose to make an offer on both requirements
they must submit two (2) separate offer packages.
Offerors may submit an offer for one (1) or more of the
following region(s), including Comprehensive Land Claims
Settlement Areas:
1) Pacific Region:.
2) Western Region:
3) Northern Ontario (Bilingual)
4) Southern and South Central (SSC) Ontario
5) Eastern Ontario and National Capital Area - NCA (Bilingual)
6) Québec Region (Bilingual)
7) Newfoundland and Labrador
8) New-Brunswick and Prince Edward Island (Bilingual)
9) Nova Scotia
10) Nunavut and Norhtwest Territories
Basis of Selection
To be declared responsive, an offer must:
(a)Comply with all the requirements of the bid solicitation;
(b)Meet all mandatory technical evaluation criteria; and
(c)Obtain an average financial evaluation score of 60 points or
more for each class of paper
Offers not meeting (a) or (b) or (c) above will be declared
non-responsive.
Only the responsive offer with the highest evaluated average
score in each region will be recommended for issuance of a
Standing Offer.
Delivery Date: 23/12/2013
The Crown retains the right to negotiate with suppliers on any
procurement.
Documents may be submitted in either official language of Canada.
