Nature of Requirements:
Requirement
The Department of National Defense has a requirement for
Fentanyl citrate transmucosal 800mcg lozenges, on plastic
handles, to be delivered to the Central Equipment Depot in
Petawawa, Ontario.
Quantity
2,520 lozenges.
Contract period
Three years from date of contract award.
Delivery
All firm deliverables are requested complete on or before
October 21 2013 .
Trade Agreements
The provisions of the World Trade Organization-Agreement on
Government Procurement (WTO-AGP), North American Free Trade
Agreement (NAFTA), Canada-Chile Free Trade Agreement (CCFTA) and
Canada-Columbia Free Trade Agreement Canada- Peru Free Trade
(FTA) are not applicable for reasons connected with the
protection of human life and health (see NAFTA article 1018
para. 2 (a) and (b); WTO-AGP article XXIII (2); CCFTA Article
Kbis 16-2(b); and FTA article 1402 para. 2(b) ), and because of
the absence of regulatory harmonization between Canada and the
other signatory countries to the WTO-AGP, NAFTA CCFTA , and FTA.
This requirement is subject to the Agreement on Internal Trade
(AIT).
Canada's Special Access Program
As required by Health Canada's Special Access Program, in order
to facilitate importation/shipment, the shipment must include a
copy of the following document:
-Letter of Authorization Issued by Health Canada's Special
Access Program.
For Schedule II narcotics under the United States Controlled
Substances Act (DEA Number 9801), and for Schedule I controlled
drugs as per Canada's Controlled Drugs and Substances Act (1996,
c. 19), Part VII, Schedule I, Section 16: "Fentanyls, their
salts, derivatives, and analogues and salts of derivatives and
analogues,...", this shipment must also include copies of the
following documents:
-Export Permit issued by the United States Drug Enforcement
Agency; and
-Import Permit issued by Health Canada's Office of Controlled
Substances.
