CSC has a requirement to improve the existing Perimeter
Intrusion Detection System (PIDS) Closed Circuit Television
(CCTV) systems for nine (9) institutions: Archambault, Regional
Reception Centre (RRC), Federal Training Centre (FTC),
Cowansville, Donnacona, Drummond, Joliette, La Macaza, and
Port-Cartier.
There are three (3) maximum security institutions: Donnacona in
Donnacona, the Regional Reception Centre in Ste-Anne-des-Plaines
and Port-Cartier. There are four medium security institutions:
Cowansville in Cowansville, Archambault in Ste-Anne-des-Plaines,
La Macaza in La Macaza and Drummond in Drummondville. The
Joliette institution is a multi-level institution for women.
The primary purpose of the PIDS CCTV system is to provide video
surveillance and recording of the fence detection system (FDS)
and motion detection system (MDS) installed around the perimeter
of the institutions. The PIDS CCTV system is controlled through
the PIDS Integration Unit (PIU) for manual and automatic camera
switching and recording. The requested Completion date is March
2015.

Bidders must attend all mandatory site visits in order to bid on
this solicitation process.
The bidder must have at least one attendee at each site visit
(maximum 2 attendee's per bidder) and the onus is on the bidders
to arrive at the site in a timely manner. Bidders arriving late
may not be permitted to attend the site visit.
It is also a mandatory condition of this requirement that all
attendees have a site clearance prior to each site visit. To
apply for the site clearances, the bidders shall complete a CPIC
Clearance Request form (preferably in typed format) for each
location and submit the duly completed and signed forms by each
participant, by fax to Mike McLaughlin (819) 956-3622 or by

It is a mandatory condition that the CPIC Clearance Request be
submitted for each site visit. It is requested that the CPIC
Clearance Requests be received by this office no later than
4:00pm EST on April 18th 2014. Site Clearance Request Forms
received after April 18th 2014 may not be accepted. A site
clearance obtained for work performed under similar requirements
is not acceptable.

Note:
After contract award, bidders may request a debriefing on the
results of the bid solicitation. Bidders should make the
request to the Contracting Authority within 15 working days of
receipt of the results of the bid solicitation process. The
debriefing may be in writing, by telephone or in person.
