Background:

The Chief Electoral Officer of Canada, an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The Chief Electoral Officer of Canada heads the Office of the Chief Electoral Officer of Canada, commonly known as EC, which has unique organizational features. Once a writ of election, by-election or referendum is issued by the Chief Electoral Officer, EC and an appointed RO in each of the country’s 338 federal electoral districts mobilize thousands of temporary staff and set in motion the entire organization on an electoral process.

The statutory mandate of EC is highly operational. A legal separation of responsibilities prevents formal centralization of authority over the electoral process and demands high levels of direct local participation and management by the political parties and election officers involved. Much of electoral administration policy is explicitly stated in electoral legislation and thus remains directly in the hands of Parliament.

Delivery goals for the organization are defined in terms of being ready to respond to unpredictable events. Once an electoral event begins, targets and deadlines are clearly established in the law; they are neither self-imposed nor flexible.

Some key characteristics associated with these targets and deadlines are:

(a) a minimum of 36 days from the issue of the writ to election day;

(b) 338 electoral districts;

(c) 338 autonomous Returning Officers;

(d) over 250 000 election officers;

(e) over 24 million electors; and

(f) over 1,750 candidates.

Description:

The Statement of Work attached as Appendix A ("SOW”) to the Resulting Contract outlines the services that will be required.

Elections Canada establishes several help desks at its headquarters in the national capital region throughout an electoral event period, to provide centralized support via e-mail and telephone. The Field Liaison Officer (FLOs) Program and the Field Resource Persons (FRP) provide an additional support mechanism for field personnel, on a regional basis, through a network of experienced election professionals. Working in the regions, FLOs provide functional leadership-troubleshooting, quality enhancement and media relations support to the 338 Returning Officers (ROs) across Canada, and their field personnel, between and during general electoral events (i.e.), general elections, by-elections and referendums). FRPs across Canada assist FLOs in providing timely on-site support to ROs and their Field personnel where required, for short to extended periods of time during an Electoral Event.

The Contractor or its Resource will, as and when requested pursuant to and in accordance with a Deployment Notice, provide timely on-site support to ROs and their staff, where required during Electoral Events, and provide professional services to EC.
