Dough Mixer & Analysis System
1. ADVANCE CONTRACT AWARD NOTICE (ACAN):
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or co
nstruction to a pre-identified supplier, thereby allowing other
suppliers to signal their interest in bidding, by submitting a
statement of capabilities. If no supplier submits a statement of
capabilities that meets the requirements set out in the ACAN, on or
before the closing date stated in the ACAN, the contracting officer may
then proceed with the award to the pre-identified supplier.
2. DEFINITION OF THE REQUIREMENT:
Agriculture & Agri Food Canada (AAFC) has a requirement for one (1)
small scale (4 grams/sample) dough mixer and analysis system to
determine the quality and processing characteristics of flour and
dough. The small scale farinograph will be used for the screening of
early generation wheat lines for dough strength and water absorption.
Perten Instruments Inc., is the only manufacturer of the small scale farinograph. This micro-doughLAB requires only 4g per sample, making it th
e perfect fit for early generation screening. The equipment, model
103314, must allow for small sample size, high speed mixing, variable
speed and temperature, automated, easy clean-up, user friendly,
traceability and secure results.
At present, AAFC has a 50g farinograph and is unable to test early
generation screening material for these quality traits due to sample
size restrictions at this stage of plant breeding. The amountof flour
AAFC can mill for early generation screening samples is approximately
40g or less and the current farinograph requires 50g of flour per
sample (and more if a repeat is required). AAFC has recently seen an
influx of early generation breeding material that is in general
considerably smaller than normal sample size. In order to analyze these
early generation samples for water absorption, rheological instrument
that can handle milled flour samples of less than 10 g is required.
The microDoughLAB is a small scale dough mixer that utilizes only 4g of
flour per sample and thus purchasing it will enable AAFC to screen
early generation material for dough strength and water absorption.
The purchase of this instrument will facilitate more effective
selection of lines with higher farinograph absorption, which has been
identified as a major end-use quality improvement required in Canada
Western Red Winter wheat.
3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM
ESSENTIAL REQUIREMENTS):
Any interested suppliers must demonstrate by way of statement of
capabilities that its equipment meets the following requirements:
A. The system must be delivered to Agriculture & Agri-Food Canada,
Cereal Quality Laboratory, 1054 Pembina Hwy, Winnipeg, Manitoba,
Canada, R3T 1Z8, by January 31, 2016.
B. The system being offered must be in current use in the market place
for a minimum of two (2) years.
C. Automated water addition pipetting system must be suitable for
transferring variable units of water to the mixing bowl without the
requirement of a glass burette.
D. System must be able to perform high speed mixing for difficult to
develop samples such as extra strong type flours. To emulate commercial
grade mixers, incorporate ingredients, develop difficult samples, and
reduce standard test time to 10 minutes.
E. Applications must include:
Early Stage Breeding: Small scale test to screen breeder lines with
desired quality traits;
Rapid Small Scale Methods: Correlate with standard methods;
Quality: Verify performance and specification of flour;
Analysis: Water absorption, dough development time, arrival time,
departure time, stability, softening, mixing tolerance index, peak
energy and bandwidth at peak;
Products: wheat flour, semolina, rye, additives, durum, triticale, and
other flours and grains for milling, baking, pasta, and Asian products
F. The instrument must be capable of producing and analyzing
farinograph type curves for the parameters FAB, STA, DDT, TBD, and MTI
utilizing 10 grams of flour or less.
G. Power Requirements: Maximum 240/115 VAC, 3A, 50/60 Hz.
H. Dimensions (HxWxD), net Weight: Minimum 380x250x550mm, 25 kg.
I. Temperature Range: Depends on external water bath.
J. Speed Range: Computer controlled infinitely variable 0 - 200 rpm.
K. Speed Accuracy: +/- 1% at 63 rpm.
L. Torque Range: 0 - 1000 mNm.
M. Torque Accuracy: +/-10 mNm at 1000 mNm,
N. Dispenser Range: 0 - 5 ml.
O. Dispenser Accuracy: +/- 0.01 ml.
P. The instrument must have removable bowl pins for easy clean up.
Q. The instrument must be capable of monitoring the water temperature
of the sample, bowl and water.
R. Equipment must meet Canadian Standards Association (CSA).
S. The software must be included with the system, and the software must
be compatible with MS Windows 7.
T. Must be able to provide a minimum 1 year full parts and labour
warranty. Contractor must be ableto provide on-site technician to
Agriculture Canada in Winnipeg. The Contractor must be able to respond
and be on-site within 48 hours of a service call from Agriculture
Canada.
