Description:
Elections Canada (EC) has a requirement for a firm quantity of 60,000 Expandable Folders. Please see “Annex A – Specifications” of the RFP for further details.
All quantities are to be delivered to Ottawa, Ontario. The mandatory delivery date is December 10, 2014.
Elections Canada reserves the right to award multiple contracts based on 1) lowest cost and 2) availability.
The bidder with the lowest cost compliant bid will be awarded a contract. If the lowest cost compliant bidder can supply the entire quantity, no other contracts will be issued. If, however, the winning bidder cannot fill the entire requirement, then a second contract will be awarded to the second lowest compliant bidder for the balance, if the second lowest compliant bidder cannot supply the entire balance, then a third contract will be awarded and so on until the requirement for 60,000 folders is satisfied.

For sending packages by courier or for dropping off, please note that the Business Centre hours are Mondays to Fridays from 8:00 a.m. to 4:00 p.m. (local time).
Offers received after the stipulated closing date and time will not be accepted and will be returned unopened to the Bidder. If a late offer must be opened to determine the name and/or address of the Bidder or the nature of the enclosure, a covering letter will be sent to explain the necessity of opening the offer.
Faxed or offers sent via electronic mail will not be accepted.
All enquiries and other communication with Elections Canada officials are to be directed ONLY to the Contracting Authority. The Contracting Authority will be the Bidders primary contact with Elections Canada. All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified. All enquiries must be submitted in writing to proposition- p•••••••@••••••••.ca no later than four calendar days before the RFP closing date. Enquiries received after that time may not be answered.
Documents may be submitted in either official language of Canada.
