Northwest River Bridge, Terra Nova National Park, NL
Public Works and Government Services Canada (PWGSC) requires
proposals from Engineering Consultants for professional services
required to replace the existing Northwest River Bridge with a
new river crossing at Terra Nova National Park (TNNP), NL. The
services required consist of feasibility studies and engineering
analysis, planning and design including the preparation of
construction drawings and specifications, as well as cost
estimates. There is also potential need for construction and
contract administration, non-resident and resident services
during construction as well as warranty review, commissioning
and risk management.
The intent of this project is to replace the existing Northwest
River Bridge in Terra Nova National Park. As part of
replacement of this bridge, changes will be required for the
golf course underpass on the east approach.
This is a Two Phase Procedure, Request for Proposal (RFP) based
on the requirements of the RFP document and the Project brief.
The successful proponent will be required to enter into a
Standard Architectural & Engineering Services Contract (Terms
and Conditions are included in the RFP). The project
requirements including the particulars of the project itself and
the broad scope of services required from the proponent are also
defined in the RFP document.
The proponent shall be an Engineering Consultant firm with
specialist in highway and bridge design, licensed or eligible to
be licensed to provide the necessary professional services to
the full extent that may be required by provincial law in the
province of Newfoundland and Labrador.
Proponents responding to the RFP will be required to submit
their proposal in two phases. Phase One proposals cover the
qualifications, experience and organization of the proposed
Consultant Team and the accomplishments of its key personnel.
Phase Two proposals cover the detailed approach to the work, and
the pricing and terms offered. A combination of Phase One and
Phase Two submissions constitutes the final proposal.

The Class "D" construction estimate for this project
$5,000,000.00 (HST extra).

available through the MERX service provider. Firms that elect
to base their bids on tender documents obtained from other
sources do so at their own risk and will be solely responsible

submissions will not be considered.
In all cases bidders must indicate in the space provided on the
Tender Form the identification number(s) of the addenda, if any,
that they have taken into consideration for their bid.
It is the responsibility of the Bidder to ensure that all
addenda issued prior to tender closing have been obtained and
addressed in the submitted tender.
