Advance Contract Award Notice (ACAN)
ZERA WM3000I - Measurement Bridge for Instrument Current Transformers with Digital Output
An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a good, service or construction contract to a pre-identified supplier, believed to be the only one capable of performing the work, thereby allowing other suppliers to signal their interest in bidding by submitting a statement of capabilities.
If no other supplier submits a statement of capabilities that meets the requirements set out in the ACAN, the contracting officer may then proceed with awarding the contract to the pre-identified supplier.
Note that an ACAN process, even if conducted in accordance with the Policy, does not constitute a "competitive" process for the purposes of the trade agreements and any Canadian International Trade Tribunal (CITT) challenge.
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Specification Requirement
The Department of National Research Council Canada has a requirement for the following item to be delivered to:
National Research Council Canada
Building M50, 1200 Montreal Road
Ottawa, Ontario
K1A 0R6
Criteria for assessing the statement of capabilities essential (minimum requirements)
The Measurement Bridge Zera WM3000I allows for calibrations of Conventional and Electronic Current Transformers with analog outputs and Non-conventional Current Transformers with Digital Output. It is a high-precision measurement bridge for comparing a secondary current signal from a current transformer (CT) under test (CT, ECT or non-conventional CT with digital output) with a reference signal provided by a highly accurate standard current transformer.
The resulting CT measurement error is provided as ratio error and phase displacement on the screen (operation is performed via an integrated 8.9? touch screen) or via a communications interface.
For conventional current transformers (CTs), a low-impedance inputs of 1 GO is provided, in accordance with the IEC60044-8 Standard.
For non-conventional current transformers under test, with digital output, the measurement data is provided via a full duplex 100Base-Tx Ethernet interface, in accordance with the IEC 61850-9-2 Standard.
Both electrical and opticalinputs for 1 pulse-per-second synchronization signal are provided.
Manual operation is provided via touch screen.
Automated operation is provided via Ethernet interface to a PC.
The measurement bridge must operate with other manufacturers’ equipment used in Smart Grid projects involving current transformers with digital output, which are deployed in the new digital substations. The operating frequency range is 15 - 65 Hz. The operating current range is 5 mA - 15 A. For conventional CTs at the test currents of 50 mA - 15 A, the bridge ratio error is within 50 µA/A and the bridge phase displacement is within 0.2 angular minutes.
For non-conventional CTs with digital output at the test currents of 50 mA - 15 A, the bridge ratio error is within 200 µA/A and the bridge phase displacement is within 1.1 angular minutes. Traceability to SI through the national measurement standards is required.
The Accuracy and stability of WM3000I as well as its capability to synchronize to external time reference signals are important features for the new/upcoming MSS/NRC calibration system for calibrations of current transformers with digital output and development of new metrology applications at NRC for serving the electric power industry in Canada andabroad.
