Port Hope Area Initiative
Port Hope Project
Long Term Waste Management Facility and Major Sites Remediation
Introduction
On July 31, 2013, Canada will host an "Industry Engagement Day"
in Toronto, Ontario, to present the current state of the Port
Hope Long Term Waste Management Facility (LTWMF). This Industry
Engagement Day session is open to all interested suppliers and
associations in this industry. Canada will engage industry in a
discussion on the current scope, procurement strategy and key
requirements of the Port Hope LTWMF. Canada will present
information on these topics. Canada is looking for feedback from
industry in regards to:
(a) ideas related to the current approach that might result in
efficiencies and cost savings to Canadians, or
(b) broader alternative approaches to the overall scope that
will result in cost savings to Canadians.
This Industry Engagement Day is not a call for Tenders or a
Request for Proposal. The description of the Industry Engagement
process is described below. No agreement or contract will be
entered into, with any person or entity, based solely on this
Letter of Interest. The issuance of this Letter of Interest is
not to be considered in any way a commitment by the Government
of Canada or as authority to potential participants to undertake
any work, which could be charged to Canada. This Letter of
Interest is not to be considered as a commitment to issue a
Request for Proposal or award contract(s) for these projects.
Project Background
The Port Hope Project, as currently envisioned, involves the
cleanup of historic low-level radioactive waste (LLRW) and
industrial waste located throughout the municipality and the
safe containment of those materials within an engineered,
aboveground long-term waste management facility (LTWMF). The
containment system is to be built at the site of an existing
LLRW management facility and adjacent property, a former auto
recycling yard. The facility will have the capacity to manage
approximately 1.9 M m3 of waste.
Radioactive materials and associated wastes from refining radium
and uranium were produced at a refinery operated by Eldorado
Gold Mines Limited from 1930-1960. Process residues were placed
at various locations throughout the community and used as a
source of fill material for construction and landscaping
activities. Today, over 90% of Canada's low level historic
radioactive waste is situated in various licensed and unlicensed
sites within the Port Hope area and remediation of these sites
is required to safely transport the low level waste to the new
facility.
The Project is led and sponsored by Natural Resources Canada
(NRCan) who is committed to the cleanup and safe management of
the waste through the Port Hope Area Initiative Management
Office (PHAI MO). A legal agreement with the Government of
Canada and the Municipality of Port Hope in March 2001 launched
the PHAI by defining the framework and responsibilities for the
Port Hope Project and Port Granby Project. In 2009, the PHAI MO
was formed with NRCan, Atomic Energy of Canada Limited (AECL)
and Public Works and Government Services Canada (PWGSC) to carry
the project to completion.

The Proposed LTWMF and Remediation Sites
As part of the current project direction, the Port Hope Project
has engaged design consultants for the design and construction
oversight/contract administration of the major construction
work.
The proposed site encompasses an area of approximately 50
hectares, comprising of two adjoining parcels of land. One
parcel is the existing Canadian Nuclear Safety
Commission-licensed Welcome Waste Management Facility (WWMF) and
the second parcel, a former auto recycling yard. The new 13
hectare aboveground containment mound will be constructed on the
site. The mound will consist of a double composite base liner
system and final cover systems with an approximate capacity of
1.9 M m3 and a design life goal of several hundred years
(approximately 500 years). Associated infrastructure and
support facilities for the proposed LTWMF will be constructed
and completed prior to the start of the major LTWMF work.
LLRW and other specified industrial waste currently exists
within licensed temporary storage and management facilities and
unlicensed remediation sites including the Port Hope Harbour and
the former municipal landfill site. The total estimated volume
of waste that will require management at the proposed LTWMF is
approximately 1.2 M m³.
Remediation activities for the LLRW and Industrial Waste sites,
excluding the Port Hope
Harbour includes:
· Excavation and transportation of wastes
· Placement of off-site waste into the proposed LTWMF
· Restoration of sites
Remediation of the Port Hope Harbour including the Centre Pier
is a more complex undertaking than the remediation of the LLRW
sites and the other industrial waste sites. The objective of the
Port Hope Harbour remediation is to remove sediments by dredging
and rehabilitate any Harbour walls impacted by the dredging. The
dredged material will be treated and dewatered before being
removed offsite to the proposed LTWMF.
The total quantity of sediment associated with the Harbour
Remediation Site is estimated at approximately 110,000m3. This
quantity represents the volume of sediment to be delivered to
the LTWMF after removal and dewatering.
Site restoration of all remediation sites are necessary to
reinstate the sites to pre-construction conditions or better
following the removal of contaminated material.
Canadian Nuclear Safety Commission (CNSC)
Licensed facilities are regulated by the Canadian Nuclear Safety
Commission (CNSC), a regulatory government organization that
controls the use of nuclear energy and materials to protect the
environment. The proposed LTWMF will be a licensed facility
andCNSC authorization has been provided through a Waste Nuclear
Substance Licence (WNSL) with Atomic Energy Canada Limited
(AECL) as the licensee for the Port Hope Project. All
remediation work will be undertaken within the requirements of
the new Licence.

Radiation Protection Plan
The contractor will also be responsible for developing a
Radiation Protection Plan (RPP) that is to be implemented for
work performed as part of the Port Hope Project. This plan is
the basis for protection from ionizing radiation during
construction related activities. The RPP provides a management
framework and processes that are designed to ensure that
radiation exposures arising from these activities will be
maintained below regulatory dose limits and kept as low as
reasonably achievable (ALARA), taking economic and social
factors into account.
The purpose of the RPP is to ensure that the PHAI complies with
the level of radiation safety that is required by the relevant
regulations pursuant to the Nuclear Safety and Control Act
(NSCA). This RPP is one of the plans produced as a condition of
the PHP Waste Nuclear Substance License issued to AECL by the
Canadian Nuclear Safety Commission.
Cost
The estimate for the proposed LTWMF and remediation sites
solution is between $350M to $500M.

clarification of any aspect of an RFI response. Based on the
level of detail in the responses, Canada may request a follow-up
meeting with certain respondents. TBD
Industry Engagement Day Expenses
Attendees are responsible for their own transportation,
accommodation, meals and parking. Canada will not reimburse any
attendee for expenses incurred in attending, participating
and/or responding to any part of these industry engagement
activities.
Industry Engagement Day
Participation is not mandatory. Failure to attend these
sessions/meetings will not preclude participants from
participating in the next procurement phase.
Language
The Industry Engagement Day will be held in English.
