SMALL SCALE SITES - 1350 PROPERTIES

Public Works and Government Services Canada (PWGSC), on behalf
of Natural Resources Canada (NRCan) and Atomic Energy of Canada
Limited (AECL), is requesting the services for Winter Radon Gas
Measurements for the Port Hope Small Scale Sites component of
the Port Hope Area Initiative (PHAI).

The Contractor will be responsible to distribute, collect and
send out for analysis, alpha-track radon gas measurement
devices, and to further report the results of the radon gas
measurements for approximately 1350 properties within Ward 1 of
Port Hope, Ontario. The information from the radon gas
measurement survey is to be summarized and a determination made
as to whether or not the radon gas measurement exceeds the Port
Hope Area Initiative Cleanup Criteria (PHAI CC) of 125
becquerels per cubic metre.

All detectors MUST be installed no later than February 15, 2013
and collected no later than March 20, 2013. Please note that all
detectors are required to remain on the property for a minimum
of 4 weeks.

All deliverables must be completed by 27 May 2013.

SECURITY REQUIREMENT
1. At the date of bid closing, the following conditions must be
met:

(a) the Bidder must hold a valid organization security
clearance as indicated in Part 7 - Resulting Contract Clauses;

(b) the Bidder's proposed individuals requiring access to
classified or protected information, assets or sensitive
work site(s) must meet the security requirement as indicated
in Part 7 - Resulting Contract Clauses;

(c) the Bidder must provide the name of all individuals who
will require access to classified or protected information,
assets or sensitive work sites.

MANDATORY TECHNICAL CRITERIA
1. The Bidder must demonstrate that they have completed two
projects related to Indoor Radon Gas Investigations or Indoor
Air Contaminants Investigations, including Radon Gas.

2. The Bidder must have completed a project related to
conducting environmental or radiological investigations in
private occupied residential dwellings.

3. The Bidder must identify their Key Personnel and as a
minimum, the team must include one personnel for each of the
following categories:

Project Director
Senior Consultant
Project Manager
Indoor Radon Survey Specialist
Communications Specialist

One (1) of the Key Personnel must be certified by the National
Environmental Health Association (NEHA), or the National Radon
Safety Board (NSRB), or an equivalent international
agency/association for radon monitoring, or having extensive
(minimum 10 years) experience conducting indoor radon surveys.

The Project Director and/or a Senior Environmental Consultant
must meet the designation of a Qualified Person -
Environmental Site Assessments (QP ESA) as defined in Section
168.1 of the Ontario Environmental Protection Act and have all
the qualifications set out by the regulation and be registered
as a QP ESA on the Ontario Ministry of the Environment (MOE)
Registry as per O.Reg 153/04, as amended from time to time.

The evaluation will be based on mandatory and point rated
technical evaluation criteria as detailed in the Request For
Proposal document.

IMPORTANT NOTICE: New measures related to Code of Conduct and
certifications included in the solicitation documents requires
attention.
