The Tender Closing Date is 16 August 2012 at 2:00 P.M., Eastern
Daylight Saving Time (EDT)

Work comprises of the construction of a new water treatment
plant to be located at the Port Hope LTWMF site. The Work
includes, but is not limited to the following: Site Preparation,
Temporary Facilities, Site Grading, Permanent Services and
Utilities, Steel Framed Building, Leachate, Treatment System
Clarification, Treatment System - Filtration, Treatment System -
Reverse Osmosis (RO), Residuals Management - Sludge Handling,
Residuals Management - Concentrate, Final Discharge and
Disposal, Chemical Storage and Feed, dewatering polymer,
Miscellaneous Pumping Systems, Piping and Valving, Treatment
Building Interior Facilities, Monitoring and Control System,
Building Mechanical Systems, Building Electrical Systems,
Emergency Power, Parking Lots and Roadways and Landscaping and
Restoration.

The bid shall be submitted following a "two-envelope" procedure
in which the Bidder submits the Qualifications Form and any
required associated document(s) (Qualification) in envelope 1
and the Bid and Acceptance Form and any required associated
document(s) (Price) in envelope 2. Both envelopes shall be
enclosed and sealed together in a third envelope, the bid
envelope.

The bid envelope containing both envelopes (1 and 2) MUST be
submitted on 16 August 2012 at 2:00 P.M.

Envelope 1 - Qualifications.
This envelope will not be opened publicly. This envelope will
be opened first to evaluate the mandatory qualifications.
Requirements will be evaluated on a Pass or Fail basis. Failure
to meet any or all of the mandatory qualification(s) or a
failure to include all required submittals as detailed in
Appendix 2, will render the bid non-compliant and no further
consideration will be given to the bid. Envelope 2 will be
returned unopened to the bidder.
Envelope 1 - Qualifications

The date of the Public Opening shall be: 16 August 2012, 2:00
P.M.

Envelope 2 - Price:
This envelope will be opened publicly. Only those envelopes
from Bidder's that meet the mandatory requirements of the
Qualifications shall be opened. Envelope 2 must include all
information included in the Bid and Acceptance Form (BA)
detailed herein. Failure to comply with this requirement will
render the bid non-compliant and no further consideration will
be given to the bid.

The date of the Public Opening shall be: 23 August 2012, 2:00
P.M.

The work is to be completed within 17 months from the date of
notification of acceptance of the offer.
Drawings and Specifications are now available for viewing and
downloading in a Portable Document Format (PDF) or in a standard
paper version. Tenderers should note that Attachment 1,2,3,4
(ATT 1,2,3,4) contains the Drawings and Specifications Package
(DSP) which consists of PDF files organized in an industry
recognized directory structure.
