1. Requirement Summary
The objective of this project is to estimate the proportion of criminal incidents that are associated with organized crime activity in one or more police services. Depending on the method of analysis applied, it is possible that more than one police service could participate in the study. Further, this project will attempt determine the proportion of resources, both human and financial, that are allocated by the police to dealing with issues related to organized crime activity.
Depending on the availability and richness of interview data, as well as availability and quality of calls for service data, this project will answer the following research questions, in a given year:
- What is the estimated proportion of each criminal incident type possibly associated with a “criminal organization” offender?
- What is the estimated proportion of all police work dedicated to offences associated with criminal organizations?
- What is the overall spending of the police service, and what proportion of the spending is dedicated to preventing, investigating or responding to activities related to criminal organizations?
- What are the processes by which criminal incidents can be associated with criminal organization activity within police operations and data systems?
2. Deliverables
- An updated work plan.
- An updated approach and methodology.
- An email invitation letter inviting the participants to take part in the research project that will be forwarded to the police jurisdictions who agreed to participate in the study.
- An interview guide that will be used to guide the in-depth interview process. The guide will contain questions and points to be discussed during the interview.
- A draft and final report.
- An MS PowerPoint presentation deck that presents and summarizes the research findings.
- Biweekly status reports.
3. Period of Work
The period of the Contract is from date of contract award to March 31, 2015.
4. Evaluation Process and Selection Methodology
Basis of selection – Highest combined score of technical points (70%) and financial points (30%). Detailed in the RFP

6. Enquiries – solicitation stage
All enquiries must be submitted in writing to the Contracting Authority no later than 5 calendar days before the bid closing date. Enquiries received after that time may not be answered.
Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada.
It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid.
A request for a time extension to the bid closing date will be considered provided it is received in writing by the PS Contracting Authority at least five (5) working days before the closing date shown on page 1 of this RFP document. The request, if granted, will be communicated by www.BuyandSell.gc.ca at least two (2) working days before the closing, showing the revised closing date. The request, if rejected, will be directed to the originator at least three (3) working days before the closing date by the PS Contracting Authority.
6 Intellectual Property
Public Safety Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds:
Where the main purpose of the Crown Procurement Contract, or of the deliverables contracted for, is to generate knowledge and information for public dissemination.
