RFP SCOPE
FCC’s Operational Risk Management (ORM) unit requires access to professional services resources to provide expert advisory, consulting and/or outsourcing services over a three (3) year period. The ORM unit consists of the Operational risk and controls team, Operational policy and compliance team, Third-Party risk management team, Model governance team and the Technology and Information risk management teams.

FCC’s intention through this RFP is to establish a one-time Pre-Qualified (PQ) List of Proponents who can provide operational risk management expertise (i.e. advisory, consulting and/or outsourcing services) to support the breadth and depth of each risk area of focus:

Technology and Information risk;
Third-Party risk management;
Model risk management;
Risk and control effectiveness testing and assurance;
Risk policy and framework governance;
Risk and control self-assessments and scenario assessments;
Other areas of operational risk management and resilience including business process risk assessments and new initiative risk assessments;
Aligned/Integrated Assurance; and
Enterprise Risk Management program level support.

This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
