1. Introduction
The Department of National Defence (DND) is seeking Price and
Availability (P&A) information for the replacement of our
current fleet of confined space entry kits, which are used when
entering or working in confined spaces where hazardous
substances may be present.

1.1 Overview
The new equipment will be used to identify oxygen levels,
explosive vapour levels and common hazardous substances in wide
variety of work locations under all weather conditions.
Additionally, Canadian Forces (CF) personnel require the ability
to detect the Lower Explosive Limit (LEL) and toxicity levels of
heavy volatile organic compounds (HVOCs) such as jet fuels
(JP5/JP8), and diesel. To address the two (2) different
requirements, two (2) separate kits will be required, the first
will be the standard four (4) gas confined space entry kit with
the capability to add a fifth sensor, and the second kit will be
the same as the first, but with the added capability of HVOC LEL
detection.

1.2 Objectives of the P&A
This request is issued to determine price and availability of
existing Commercial Off-the Shelf (COTS) equipment that can meet
the requirements detailed in the specification documents, which
can be requested through the Contracting Authority. Note: These
requirements are subject to change. This request is intended to
solicit feedback from industry with respect to the matters
described in this P&A. Respondents are requested to be as
complete as possible in their responses. The accuracy of
responses is crucial to ensure that DND can budget accordingly
to allow this project to move forward with the replacement of
the existing in-service Confined Space Entry Kits.

2. Nature of Price and Availability
This is not a bid solicitation and this P&A will not result in
the award of any contract. Procurement of the goods and services
described in this P&A will not necessarily follow this request.
Any procurement of the confined space entry kits will be in
accordance with standard government procurement policies, i.e.
formal Requests for Proposals (RFP).

Respondents and potential suppliers of any goods or services
described in this P&A should not earmark stock or facilities,
nor allocate resources, as a result of any information contained
in this P&A. This P&A will not result in the creation of any
source list; therefore, whether or not any supplier responds to
this P&A will not preclude that supplier from participating in
any future procurement.

3. Nature and Format of Responses Requested
Respondents are requested to provide their comments, concerns
and, where applicable, alternative recommendations regarding how
the requirements described in the P&A could be satisfied.
Respondents are also invited to provide comments regarding the
content, format and/or organization of any draft documents
included in this P&A. Respondents should list and explain any
assumptions that they make in their responses.

4. Response Costs
Canada will not reimburse any respondent for expenses incurred
in responding to this P&A.

5. Treatment of Responses
a) Use of Responses: Responses will not be formally evaluated.
However, the responses received may be used by Canada to
develop or modify procurement strategies or any draft
documents contained in this P&A. Canada will review all
responses received by the P&A closing date. Canada may, in
its discretion, review responses received after the P&A
closing date.
b) Review Team: A review team composed of representatives from
the client and PWGSC will review the responses. Canada
reserves the right to use any Government resources that it
considers necessary to review any response. Not all members
of the review team will necessarily review all responses.
c) Confidentiality: Respondents should clearly mark any
portions of their response that they consider proprietary or
confidential. Canada will treat those portions of the
responses as confidential. Individual responses will not be
shared with other respondents.
d) Post-Submission Review Meetings: Canada may request
individual Post-Submission Review Meetings with respondents
to provide clarity on information provided. If required,
these will be held at the most appropriate location, to be
determined at a later date. The intent of these meetings will
be to provide an opportunity for a face-to-face discussion
with respondents. Although respondents may request a
meeting, and their request will be considered, Canada will
determine whether it requires additional information from any
given respondent and will schedule meetings accordingly.
All such requests, by respondents, should be forwarded to
the Contracting Authority.

6. Contents of This P&A
Respondents are requested to note that the draft Statements of
Work (SOWs) referenced below, remain works in progress and
respondents should not assume that new clauses or requirements
will not be added to any bid solicitation that is ultimately
published by Canada. Nor should respondents assume that none of
the clauses or requirements will be deleted or revised.
Comments regarding any aspect of the draft document are welcome.

This P&A contains the following documents:
a) Pricing Worksheets in Annexes A and B. Respondents are
requested to use it in their response to the P&A when
answering questions Q1 to Q3 in Section 7 below, Questions to
Industry.
b) Draft Statements of Work (SOWs) in Annexes C and D.
c) Deliverables lists in Annexes E and F.

7. Questions to Industry
In response to this P&A, respondents are requested to provide
the following information, which is grouped to enable the
focusing of the information provided. A pricing worksheet has
been provided in Annexes A and B to facilitate responding to Q1
to Q3.

Q1. The cost and lead time to provide the deliverables
identified in the SOWs which are fully compliant with the
Mandatory (specified as "shall") requirements.

Q2. The cost and lead time to provide Repair & overhaul (R&O),
Software Support and In-Service support (e.g. Reach-back for
CF personnel) for the two years and (2) additional periods of
48 months (each) and the cost for additional serials of
Initial Cadre Training (ICT) and operator training.

Q3. Based on (Q1), the incremental cost of providing additional
systems.

Supplier Proposed Enhancements:

Q4. Respondents are encouraged to propose any enhancements to
the Confined Space Entry Kit in addition to those specified
by DND.

Q5. What is the recommended qty of calibration gas cylinders to
provide support to the fleets for the initial two years from
delivery?

8. Format of Responses
a) Cover Page: If the response includes multiple volumes,
respondents are requested to indicate on the front cover page
of each volume the title of the response, the MERX
identification number, the volume number and the full legal name
of the respondent.
b) Title Page: The first page of each volume of the response,
after the cover page, should be the title page, which should
contain:
i) The title of the respondent's response and the volume
number;
ii) The name and address of the respondent;
iii) The name, address and telephone number of the
respondent's contact;
iv) The date; and
v) The P&A number.
c) Numbering System: Each question has its own unique number -
a prefix "Q" followed by a sequence number. Respondents are
requested to prepare their response using a numbering system
that corresponds to the one in this P&A. All references to
descriptive material, technical manuals and brochures included
as part of the response should be referenced accordingly.
d) Number of Copies: Canada requests that respondents submit
two soft copies, in the Word format, of their responses.

9. Enquiries
Because this is not a bid solicitation, Canada will not
necessarily respond to enquiries in writing or by circulating
answers to all potential suppliers. However, respondents with
questions regarding this P&A may direct their enquiries to the
Contracting Authority.
