The purpose of this requirement is to:
Convert the third novella (Mark Dalton 3 - On Ice) into CD
audio play form in both French and English (a print
version of the novella is currently available for distribution
in French and English).
Convert all 3 novellas in proper format to be used in the
context of Podcasts.
Convert current PDF formats of all novellas to e-books.
The Contractor must provide the following services:
· Write/print work into screenplay and radio play formats.
· Produce enriched audio content to a high quality level
· Produce audio plays in both French and English.
· Direct and produce an ensemble cast recording (using
professional actors with significant experience recording radio
plays).
· Hire actors to perform the four (4) different characters'
voices in the recording
· Have a studio at their disposal for recording purposes
· Ensure technical accuracy throughout the production.
· Create accurate sound effects and environmental audio for a
highly knowledgeable audience.
· Secure all rights and clearances necessary.
· Master to appropriate file types required by digital audio
libraries.
The deliverables MUST be received on or before March 31, 2015.
This requirement is limited to Canadian services.
The responsive bid meeting all mandatory technical evaluation
criteria with the lowest total price will be recommended for
award of a contract.
Mandatory Technical Criteria
M.1 Experience of the Bidder
M.1.1 The Bidder MUST demonstrate its experience in the
production of audio plays in both official languages (English
and French) since June 01, 2009. To demonstrate its experience,
the Bidder must provide a detailed description of one (1) or
more previous contracts (including the date the work was
performed and the name of the client) for which the Bidder was
under contract to one (1) or more external clients for the
provision of each of the following services since June 01, 2009:
a. Converting written work in novel form into screenplay and
radio play form;
b. Directing and producing an ensemble cast recording;
c. Editing audio files and producing enriched audio content.
M.1.2 The Bidder MUST submit one (1) reference letter,
addressed to the Bidder, from an external client for work
performed under contract since June 2009 where the Bidder
provided one or all of the services identified to meet M.1.1.
M.2 Financial Proposal
The Bidder MUST submit a detailed financial proposal with a firm
price not exceeding $45,230.00 (Goods and Services Tax or
Harmonized Sales Tax extra, as appropriate). The financial
proposal must include a detailed breakdown identifying; the
required resources, level of effort for each resource, and the
per diem rates/unit prices for each.
