Reissue of Bid Solicitation

This bid solicitation cancels and supersedes previous bid
solicitation number W010X-11D167/A dated 27 June 2011 with a
closing of 13 October 2011 at 2:00 P.M. ADT.

Requirement: To provide post secondary academic institute
required technical training, the pedagogical supplies and the
logistic support for the Department of National Defence (DND)
sponsored students and staff under the plan entitled the Marine
Engineering Technician Training Plan (METTP)

Background: The Marine Engineering Technician Training Plan has
provided essential academic training for naval technicians since
1992. Given the current and projected recruiting shortfalls in
the various naval technical trades, the METTP Program is
extremely important to the health of the Marine Engineering
Technician Trade.

The purpose of the Marine Engineering Technician Training Plan
(METTP) is to attract and recruit qualified personnel who will
then undertake a fully subsidized technician level course of
studies at a recognized post secondary academic institution.
Both male and female, civilian and serving military personnel
will be recruited into the program. The METTP program will
provide for course instruction in the English language.

The responsibility for administering and conducting the
educational components of this plan shall rest entirely with the
contracted institution. The responsibility for the overall
management of the METTP program will rest with DND.
The objective of the Statement of Work is to define the
requirements of the Chief of Maritime Staff (CMS) of the
Department of National Defence (DND) of Canada for the conduct
of the academic component of the Marine Engineering Technician
Training Plan (METTP) by an academic institution. Specifically,
the Request for Proposal requests academic institutions to
submit proposals to provide the following in accordance with the
requirements set out in detail in the Statement of Work:
a. the administration and conduct of the academic component of
the Marine Engineering Technician Training Plan (METTP);
b. the provision of administrative and logistic support for DND
administrative and liaison staff; and
c. the provision of student lodgings, meals and logistic
support.

In addition to the educational portion, there is a requirement
to provide or arrange access to a full range of support services
such as accommodations, meals, recreational facilities, etc.
These services are required on a seven-day/24 hour basis except
as otherwise specified herein. It is preferable that these
services be provided in house by the academic institution;
however, if not available, arrangements can be made by the
Institution for provision of these services by outside sources.
These services must be within close proximity to the
Institution.

The contracted institution must also be able to provide on site
office space and administrative logistic support for a military
liaison officer and support staff. Prior to award of any
contract, a facility inspection of the institution may be
required to ensure acceptability of DND requirements, and a
financial review may be performed by the Cost Analyst section of
Public Works and Government Services to ensure the contracted
institution is financially capable of performing the services
for the duration of the contract.

The maximum estimated annual student enrolment is thirty (30)
Marine Engineering Technicians technicians for these serials
with English as the language of instruction. This figure is
provided for information purposes only. DND cannot guarantee
with any certainty the number of students enrolled annually.

Period of Contract

The contract will be for an initial period of two(2) years with
the option to extend the contract for two(2) additional one(1)
year periods (4 years in total).

Code of Conduct Certifications

Pursuant to Section 01 of Standard Instructions 2003, included
in the solicitation document, a Consent to a Criminal Record
Verification form, must be submitted with the bid, on the bid
solicitation closing date, for each individual who is currently
on the Bidder's board of Directors.

This PWGSC office provides procurement services to the public in
English.
