DIRP Call for Proposals - Call 2
The DIRP is led by Defence Research & Development Canada (DRDC).
As an Agency of the Department of National Defence (DND), DRDC
responds to the scientific and technological needs of the
Canadian Forces (CF). The primary objective of the DIRP is to
benefit Canada by supporting the strategic research interests of
the Canadian Forces and introducing new and innovative
technologies into the Department of National Defence. In
addition, the program supports and complements the strategic
objectives associated with DRDC. The program is designed to
provide research and innovation opportunities to the Canadian
defence and security industrial base through the provision of
cost-shared contracts and scientific support. DIRP is about
fulfilling a gap and providing direct benefit to Canada,
achieving objectives and assisting in delivering on DRDC's
mandate. The DIRP is intended for DRDC to gain knowledge from
industry-initiated research projects relevant to the defence of
Canada.
The maximum funding available for individual contracts resulting
from the Call for Proposal Solicitation is $500,000.00 CAD
(Delivered Duty Paid (DDP) Bidders' Canadian address, Customs
duties and excise taxes included, Goods and Services Tax (GST)
or the Harmonized Sales Tax (HST) extra, as applicable) per
proposal. The DIRP funding will comprise a maximum 50 percent
of the overall cost of the proposed research project or up to
$500,000.00 (GST/HST excluded) whichever is less. The remaining
50 percent of funding must be provided by the bidder (i.e., for
a project funded by DIRP at $500,000.00 (GST/HST excluded), the
Contractor must contribute $500,000.00 (GST/HST excluded).
The DIRP Call for Proposals process involves a three-stage
procurement process:
· Stage One: Summary Proposal
· Stage Two: Full Proposal
· Stage Three: Public Works and Government Services Canada
Contracting
The Agreement on Internal Trade (AIT) applies to this
procurement. The requirement is limited to Canadian suppliers
and Canadian goods and or services.
This procurement is excluded from the North American Free Trade
Agreement (NAFTA) under Annex 1001.2b, Article 1.(d) and World
Trade Organization - Agreement on Government Procurement
(WTO-AGP) under Appendix 1, Annex 4.
In DIRP Call for Proposals Call 2 there will be up to
approximately $5 million available for new projects. DIRP is
interested in receiving proposals for Call 2 across all domains
which address at least one of the following strategic objectives
listed below:
·Strategic objective I. Build agile forces to carry out
missions across a wide spectrum of operations;
·Strategic objective II. Assist and support CF members before,
during and after operations;
·Strategic objective III. Enable the acquisition, sharing and
use of critical information in support of situational
awareness and decision-making;
·Strategic objective IV. Develop and implement solutions to
maximize the affordability and sustainability of DND and the
CF; and,
·Strategic objective V. Anticipate, prepare for and counter the
emergence of future threats.
Proposal Submission Process
This Notice of Proposed Procurement will be posted on the
Government Electronic Tendering Service known as MERX
(www.merx.com), for a period of two years and proposals will be
accepted on an annual basis during the bid submission periods
Open Seasons (OS) listed below. An OS is a period of time
during which bidders are invited to submit proposals. There are
two (2) open season bid submission periods for proposal
submission as follows:
1. Proposal Submission 2012 (DIRP OS1): Dec 12, 2012 - January
24, 2013 - Call 2
2. Proposal Submission 2013 (DIRP OS2): TBD
Proposals for each period must be submitted as per the current
version of the DIRP Call for Proposals: Bidders' Guidebook. All
proposals received during any given period will be ranked in
accordance with the point rated criteria contained Annex A -
Evaluation Criteria.

Call 2.
