Programme des évaluations préliminaires (EP) et des puits de surveillance des biens-fonds de Pickering - 2014-2015

Introduction:
The Pickering Lands Site (PLS) comprises approximately 8000 ha of mainly rural land expropriated by the Government of Canada in 1972 for a future airport. PLS consists of individual parcels of land each with a separate Property Identification Number (PIN). Some of these parcels of land are leased to the public for specific land uses such as residential, agricultural, or commercial undertakings, while others are vacant parcels.
Scope:
Screening Level Assessments-
In order to ensure that continuous environmental due diligence be undertaken for all properties, Screening Level Assessments (SLA) of various PINs are undertaken as part of the PLS Contaminated Sites Management Program. The Screening Level Assessment is intended as a first step of assessment to identify and prioritize candidate sites requiring further investigation through formal Phase 1 and/or Phase 2 environmental site assessments and to gather pertinent background information to initiate this work.
Monitoring Wells-
A review of historical property information has identified 15 PINs on which groundwater monitoring wells were installed in the past. A site visit is needed to determine the current state of these wells, in order to identify which sites have priority for monitoring well decommissioning work.
Objectives
There are three objectives addressed through this RFP:

• Jointly complete 32 Screening Level Assessment (SLA) site inspections and reports. Transport Canada conducts SLAs at various properties at the federal Pickering Lands site (PLS) on a regular basis as a due diligence measure to update the department’s knowledge of environmental concerns that may be present.
• Increase Transport Canada staff experience and in-house capacity to deliver the SLA program by having a Consultant provide peer review, guidance, and technical expertise to Transport Canada staff during the completion of site inspections and reports.
• Complete groundwater monitoring well inspections on 15 properties at the PLS in order to determine the current state of the wells identified, and to identify which sites have priority for monitoring well decommissioning work.

All work is to be completed by March 20, 2015
