SECTION 1 – GENERAL INFORMATION
1.1 Request for Prequalification (“RFPQ”)
Introduction:
The National Capital Commission (“NCC”) invites General Contractors (“GCs”) to respond to this Request for Submission for Prequalification of General Contractors for construction work on the Dairy Building, located on the grounds of Rideau Hall in Ottawa, Ontario. Note: for clarity, the work covered by this Request for Prequalification will be referred to from herein as the “Dairy Building Project”.
The project is to relocate and rehabilitate an existing recognized heritage building.
Why pre-qualify?
NCC seeks to pre-qualify General Contractors for the Dairy Building Project because the construction work shall require specific construction capabilities and project management skills in order to:
Dismantle and transport the building to and from the contractor’s premises;
Remove lead paint from the building at the contractors premises;
Protect and rehabilitate the heritage components of the building;
Meet critical dates, particularly substantial and total completion;
Ensure high quality workmanship and a high quality built product;
Ensure adherence to construction–related legislation and best-practices.
Timeline:
The short-list of pre-qualified general contractors established through this RFPQ process will be invited to participate in the construction tender for the Dairy Building Project, to be called in May 2016.
The Dairy Building Project construction work is scheduled to start in June 2016 and required to be completed by November 2016.
1.2 Background / Project Description
The Dairy Building was constructed in 1895. It is a FHBRO recognized heritage building located on the grounds of Rideau Hall. It has been vacant for an extended period and requires extensive remediation. The Dairy Building Project shall require the building to be relocated adjacent to the existing site skating rink, where it will be used as a skate change room and “Winter Pavilion”. The relocation will be done by partial dismantling of the building, removing the lead paint from the exterior cladding at the contractors own facilities, and reassembling the building at the location.
