Replacement (FWSAR) Project
Object: Develop a comprehensive FWSAR Source list
BACKGROUND
The Department of National Defence (DND) has a requirement to
replace the existing Fixed-Wing Search and Rescue (SAR) fleet of
CC115 (Buffalo) and CC130H (Hercules) aircraft. The provision of
a new capability will directly contribute to saving Canadian
lives and will be a vital component of the Search and Rescue
(SAR) system. The intent of the Department of National Defence
(DND) is to procure new sensor-equipped aircraft with long-term
In-service Support (ISS), up to 20 years, to provide an
effective response to SAR incidents anywhere in the Canadian
Area of Responsibility.
Since July 2011, the Fixed-Wing Search and Rescue Aircraft
Replacement (FWSAR) project has conducted a number of Industry
Engagement events. These activities have been performed under
the authority of the FWSAR Secretariat and observed by an
independent third party Fairness Monitor.

OBJECTIVE
With the upcoming publication of the FWSAR Request for Proposals
(RFP), the FWSAR Secretariat has created a FWSAR Source List.
The objectives of the FWSAR Source List are to identify
companies that intend to submit a proposal to Canada, to
determine the preferred language of correspondence (including
for the final RFP documents) and to bring efficiencies and
savings for Canada.
STATEMENT OF CAPABILITIES
To be added to the FWSAR Source List, the company or consortium
must have an aircraft product or must be able to propose a
solution that could meet the conditions of the FWSAR Draft RFP.
This document has been released on http://buyandsell.gc.ca on 30
August 2013 and is available upon request by writing to the
E-mail address: A••••••••@••••••••.••.ca. The Statement of
Capabilities must be attached to the form, duly signed and
returned no later than 24 January 2014. The FWSAR Secretariat
will make the final decision on the validity of requests and of
any submitted Statement of Capability.
FWSAR SOURCE LIST
The FWSAR Source List will ensure faster and more efficient
communications with industry. Companies listed on the Source
List will be automatically and directly provided information as
soon as it becomes available, including the communication of the
final competitive solicitation documentation. Companies that are
not listed will still be allowed to request and receive a copy
of the FWSAR RFP.
