Description of the requirement:

1.0 PROJECT TITLE:
Old Age Security (OAS) / Guaranteed Income Supplement Service (GIS) Service Improvement Strategy (SIS) Project.

2.0 BACKGROUND:
Service Canada is the Government of Canada’s one-stop service delivery arm for two key pillars of Canada’s retirement income system. The first pillar is comprised of Old Age Security (OAS) which includes the following elements: OAS basic pension, the Guaranteed Income Supplement (GIS), Allowance (AWL) and the Allowance for the Survivor (ALWS), henceforth referred to as OAS. The second pillar is the Canada Pension Plan (CPP).

The Canada Pension Plan (CPP) and the Old Age Security (OAS) program are undergoing a number of legislative and business transformation changes over the next few years which will be implemented through a series of projects within mandated timelines. Collectively, these projects are known as the CPP and OAS Transformation Agenda Projects. These projects are defined and approved within the HRSDC Investment Plan and its supporting project selection and authorization processes. The CPP and OAS Transformation Agenda Projects are designed to modernize the program processes and systems in order to deliver a wide range of services to Canadians more efficiently. The projects represent a number of business process changes, system enhancements, and the introduction of new systems and tools to improve service delivery and implement legislative and regulatory changes announced by the government.

The projects are subject to the requirements of the Treasury Board Policy on the Management of Projects and the departmental Investment Management Process, including project gating.

3. 0 OBJECTIVES:
In support of the CPP and OAS Transformation Agenda, the objectives of this requirement are to acquire the services Project Schedulers to supplement existing project teams and provide the necessary support to project delivery through scheduling. The resources will also provide direction and guidance to other project schedulers and coordinate all scheduling activities and reports

4.0 SCOPE:
The Contractor shall develop and maintain project schedules for each project under the CPP and OAS Transformation Agenda. The Contractor shall monitor, update and refine the integrated schedules for each Project Office. The Contractor shall provide guidance, direction and collaborate with other project schedulers in each Project Office.

Proposed period of contract:

The proposed period of contract shall from contract award to March 31, 2014 + two (2) six-month option periods.
