An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contractfor goods, services or co
nstruction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a st
atement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then
proceed with the award to the pre-identified supplier.
2. Definition of the requirement
2.1 Background:
Environment Canada (EC) - Cloud Physics and Severe Weather Section requires the supply and delivery of one (1) complete and fully as
sembled Airborn G-Band (183 GHZ) Vapor Radiomet instruments and accessories - one (1) Airbound Mount Standard PMS Probe Canist, and one (1
) GVR Spare Parts will be used to conduct various research programs related to airborn microphysics characterization of precipitation, aircraft icing, remote sensing satellite and radar validations. The information obtained will be used for improvement of weather predic
tions and climate simulations, and developing new standards for the aircraft safety operations. Maintaining high level of expertise re
quires that EC purchase new cutting-edge technologies when they become available, and lead the world in the investigation of the applications of the new technologies. The sponsors of much of our research, expect us to keep the highest profile in the research community in terms of providing the most accurate and up-to-date measurements.
3. MandatorySystem Requirements
3.1 Minimum Essential Requirements:
Any interested supplier must demonstrate by way of a statement of capabilities that is products meets the following specifications:
- Must fit into a standard PMS airborne canister and be interchangeable with
other
PMS probes. The canister will be provided under this contract.
- Must have the following power requirements of (pod and Control unit)
