1. An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identifiedsupplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of requirement:

Defence Research & Development Canada - Atlantic has a requirement to replace an unserviceable Projector OnlineMonitoring System (PROMS) component ofthe Vertical Projector 2 (VP2) research system.

The VP2 is a unique (one-of) research system, developed by DRDC Atlantic Research Centre over several decades. The VP2 research system has been in use by DRDC Atlantic Research Centre for over 20 yearsand components are beginning to fail and are no longer serviceable.

The unserviceable PROMS component must be replaced so that DRDC can use the VP2 research system in a Royal Canadian Navy sea trial in the fall of 2016. The replacement PROMS component must be fully compatible with the VP2 research system as DRDC does not have funding or time available to re-engineer a new VP2 research system. Because of this, DRDC requires the replacement PROMS to be as similaras possible to the original PROMS (withthe understanding that some of the parts used in the original may have since become obsolete and will need to be replaced with currently available parts).

The PROMS component of the VP2 was developed under contract with Omnitech Electronics Inc. (contract number W7707-4-2956/01-HAL). There are no known commercially available, alterative systems that meet the VP2 and PROMs component specification.

As technical background, the PROMS was specifically designed to provide telemetry data (temperature, depth, pitch, roll, and XYZ axis acceleration) for the VP2. The VP2 requires a substantial amount of pulsed power be transmitted down a tow cable using six conductors. Four of these conductors are for the pulsedpower and two are for the PROMS telemetry data. Due to the nature of the power transmitted on the four power lines electromagnetic interference is induced on the telemetry lines. The PROMS was designed to dissipate this induced power and provide uninterrupted telemetry data.

It is proposed to Contract with Omnitech Electronics Inc. for 2 more systems (one to replace the unserviceable component and a second as a spare).

3. Criteria for assessment of the Statement of Capabilities: Minimum Essential Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:

The PROMS component of the VP2 was developed under a previous contract with Omnitech Electronics Inc.

The Contractor must keep the same data format previously used in the existing unit. The PROMS must be compatible with existing software used to monitor PROMS telemetry data.
The PROMS must use the current system for setting the calibration, which requires a front panel interface with limited input capability displayed on a simple LCD screen. It must also have a standalone application to display telemetry data and be able to be used on other platforms with minimal effort.

The Contractor must store the calibration coefficients in the transmitter (wet end) of the system. Currently the system stores the calibration coefficients in the receiver (dry end), which means the components must be a matched pair. Storage of coefficients in the transmitter will allow for interchangeability.

The sensor must meet or exceed these current specifications.
Pitch and Roll angle: -25.5 to +25.5 Resolution: 0.1 deg Accuracy +-0.25 deg
Temperature: -5 to +45C Resolution: 0.1 deg, Accuracy +-0.25 deg
Depth: 0 to 375m Resolution: 0.1m, Accuracy +-0.2%
X,Y,X Acceleration: -2 to +2G Resolution: 0.001g Accuracy +-1%

The PROMS transmits its data from transmitter (wet end) to the receiver (dry end) using a ?data over power’ method and has performed extremely well and is very reliable. It must provide uninterrupted telemetry capability and must use the existing telemetry protocol of ?data over power’ with a carrier frequency of 1.36 MHz over 70 Vp-p.

The PROMS receiver must use a simple LCD display to provide telemetry data at a glance. A single push button simplifies the operation of moving through display fields to observe all system functions.

The PROMS receiver analog outputs are for data recording and must be compatible with the system currently used to collect the analog output data from the PROMS and the VP2 to create a full system record.

This equipment will be rack mounted for its operation and the receiver case must fit in a standard 19? wide rack enclosure no more than 22.5? in depth.

The system must be compatible with Ethernet network infrastructure. All command and control functionality and telemetry data must be presented via this Ethernet interface.

The transmitter components must fit within the Government Supplied pressure vessel having an interior dimensionof 200mm by 120mm.
