DESCRIPTION
Veterans Affairs Canada (VAC) has a requirement to conduct
client satisfaction interviews/surveys of veterans residing in
approximately 1750 long-term care facilities located across
Canada. An estimated 1100 surveys/interviews will be conducted
in these facilities by volunteers of the Royal Canadian Legion
(RCL). The RCL is a not-for-profit organization with significant
interest in the care of Veterans and will administer the client
satisfaction surveys on a cost recovery basis plus
administrative charge. With some 340,000 members located in
approximately 1500 Legion Branches across Canada, qualified
Legion members are well positioned to visit with Veterans who
reside in these long term care facilities.

The RCL was founded in 1925 to meet the needs of all who served
in the Armed Forces and their dependants. Acting as an advocacy
agency on pensioners' behalf, the Legion deals directly with the
Federal Government to ensure ex-military personnel and their
dependants are treated fairly. To this day, the Legion maintains
a nationwide network of individuals helping Veterans, ex-service
members and their families to secure the pensions and benefits
to which they are entitled.

The RCL has a long history of advocacy and is well known and
respected by Veterans and their families. This is considered a
critical component in gaining access to Veterans and their
families in these facilities and obtaining the information
required. These unique characteristics make the RCL a natural
agency to assist with the client satisfaction surveys, "as VAC
does not have the resources to conduct regular visits to all the
community facilities across Canada." VAC is not aware of any
other group that has the existing relationship with Veterans,
"privileged" access to the long-term care facilities and the
necessary numbers of individuals to undertake this task within
the proposed budget.

The RCL volunteers will administer the surveys and collect the
information. The survey information will be reviewed and
analysed by VAC program representatives.

The Contract will end on March 31, 2013.

The estimated budget for this requirement is $ 61,500.00 (HST
incl.) (total includes conduct of survey, travel, and
administration fee). The RCL is currently paid a monthly
administration fee, a per visit fee and travel costs, which will
be paid according to Treasury Board guidelines, with no
allowance for profit.

The target is to visit and conduct an estimated 1,100 surveys
with Veterans in long term care facilities across Canada. r5

This survey is intended for:
· Veterans in community beds in receipt of long term care
support from the department;
· Veterans in contract beds in long term care facilities with 15
or fewer allotted contract beds; and
· Powers of Attorney for the above noted Veterans, where
required.

There are 6470 Veterans in community facilities and in
facilities with fewer than 15 contract beds. Of these Veterans,
1100 will be surveyed which represents 17% of the total number.
The Department will provide the interviewers (RCL Volunteers)
with a list of Veterans to be interviewed. The breakdown of the
number of Veterans to be interviewed by region is as follows:
Atlantic Region 101, Quebec Region 57, Ontario Region 495,
Prairie Region 209 and Western Region 238.

No Trade Agreements apply to this requirement. Section 6,
Article 10.2.1 of the Treasury Board Contracting Policy applies
on the basis of limited tendering procedures. Specifically,
Article 10.2.1 (d) applies: only one person or firm is capable
of performing the contract.

If you wish to submit a written response showing that you are
capable of meeting this requirement, it must be done not later
than the specified closing date and time. As it is intended to
proceed in a timely manner, responses received after the closing
date will not be considered.

Responses received on or before the closing date will be
considered solely for the purpose of deciding whether or not to
conduct a competitive procurement. Information provided will be
used by the Crown for technical evaluation purposes only and is
not to be construed as a competitive solicitation. Your written
response must provide sufficient evidence (e.g. specifications,
technical data, drawings, or any other proof) that clearly
demonstrates that your product or service is capable of
fulfilling this requirement and in budget.

Suppliers that have submitted a response will be notified in
writing of PWGSC's decision to continue with the non-competitive
procurement or to compete the requirement.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.
