RECONSTRUCTION OF THE VOLTIGEURS DE QUEBEC ARMOURY (GRANDE ALLÉE)

DESCRIPTION OF THE WORK
The project consists of the reconstruction of the Voltigeurs de
Québec Armoury (Grande Allée). The Armoury will be rebuilt based
on the design of a multifunctional building that will contain
government offices, a multipurpose room for community, cultural
and social activities, and an area that will be used to
commemorate the history of the Armoury and the Voltigeurs
Regiment. The restored Armoury will be able to stage events
attended by up to 1,300 people (in reception mode) and will also
be available for temporary rental by organizations and the
private sector. These spaces will also be used by various
Government of Canada agencies.
The chosen design adheres to current standards and optimizes the
facilities, making them more useful to both the government and
the community. The entire central space of the building will be
used to house a 2,000 rentable square metre multipurpose room,
in addition to an immense lobby overlooking the Plains of
Abraham, a commemorative hall, common use facilities and
secondary spaces such as cloakrooms, kitchen/catering area,
public washrooms and utility rooms.
Users will be able to divide the multipurpose room in two to
suit their needs. The entire building covers an area of 10,000
rentable square metres, or about 13,000 square metres of gross
floor space, calculated according to the standards of the
Canadian Institute of Quantity Surveyors. The buildings on
either side of the multipurpose room will be used as
administrative office space for the government. An above-ground
parking lot will be built behind the Armoury.
The project includes, but is not limited to, the following :
earthworks, site design, concrete, masonry, structure,
metalwork, woodwork, plumbing, fire protection, electricity,
heating, ventilation, air conditioning and others.
BIDDER'S CONFERENCE AND SITE VISIT
There will be a bidder's conference followed by a site visit on
January 29, 2015.
The bidder's conference will be held at 09h30AM in the
multipurpose room (2nd floor), 1550 D'Estimauville Avenue,
Québec (Québec), G1J 0C7. During the conference, the scope of
the requirement will be reviewed and there will be a question
and answer session.
The site visit will take place at 01:30PM and the meeting point
will be in the back yard of the Armoury, accessed by going
through the left entrance of the Armoury located at 805 Wilfrid
Laurier Avenue East, Québec (Québec). Individuals participating
in the site visit shall have safety boots and a helmet.
Bidders are requested to communicate with

attendance. Bidders should provide, in writing, to the
Contracting Authority, the names of the person(s) who will be
attending, the questions they wish to be adressed and their
language preference (English or French), by Monday January 26,
04:00PM at the latest. PWGSC reserves the right to limit the
number of participants to two ( 2 ) persons per bidder.
It is recommended that bidders who intend to submit a bid attend
or send a representative.Any clarifications or changes to the
invitation to tender resulting from the bidders' conference and
site visit will be included as an amendment to the invitation to
tender. Bidders who do not attend will not be precluded from
submitting a bid.
CONTRACT PERIOD
From contract award date to November 30, 2017.
SUBMISSION OF BID
The bid shall be submitted following a "two-envelope" procedure
in which the Bidder submits the Qualifications Form and any
required associated document(s) in envelope 1 and the Bid and
Acceptance Form and any required associated document(s) in
envelope 2.
OPENING OF BIDS/EVALUATION
There will be no public opening at bid deposit time. A list of
bidders that deposited their tenders will be read out loud.
Envelope 1 - Qualification - will be opened in private;
Envelope 2 - Price - Will be opened publicly at a date
established by PWGSC following the evaluation of envelope 1 and
the the bidders will be invited to attend.
MANDATORY TECHNICAL REQUIREMENTS
The Invitation to Tender will include mandatory technical
requirements to qualify the experience of the bidder and the
contractors performing the work in specific fields of work. This
will be the case for:
- Heritage Masonry Contractor;
- Heritage Woodwork and Door/Window Contractor; and
- Heritage Sheet Metal and Metal Roofing Contractor.
In addition to specialized trades subjected to mandatory
technical requirements , the experience of the bidder and the
bidder's superintendent will also be subjected to mandatory
technical requirements.

BID SECURITY REQUIREMENTS
Bidders are required to provide a bid security with their bid in
the form of a bid bond or security deposit. The deposit must
represent at least 10 percent of the amount of the bid,
regardless of the bid value.

Public Works and Government Services Canada implemented several

companies and individuals that respect the law and act with
integrity. Therefore, Bidders must provide a complete list of
all the persons who are currently directors of the offeror.
