Public Works and Government Services Canada (PWGSC) intends to
retain a firm of architects, which will act as key consultant,
and will form a multidisciplinary team completed by key
sub-consultants (structural engineer, electrical and mechanical
engineer among others) for the provision of the services
required as part as the project of Repair of elevators at
Guy-Favreau Complex, 200 René-Lévesque West, Montreal.
NEEDS AND BRIEF DESCRIPTION OF REQUIRED WORK
The work includes, but is not limited to, all existing
elevators, elevator control panels, equipment hooked up to the
fire alarm panel, elevator shafts, mechanical rooms, penthouse,
engine generators, generator set, regular and emergency
electrical power, hoistway, elevator car finish, car control
panels, scissor lift trolley, security cameras and access
control.
Without restriction, the consultant team for this project must
be capable of providing the following services:

- Electrical engineer
- Mechanical engineer
- Structural engineer
- Elevator engineer from a specialized elevator firm
- Cost specialist
- Scheduling specialist
Consultant must have the ability to understand, work with and
elaborate documents in both official languages of Canada.
Further to Article 1802 of the Agreement on Internal Trade
(AIT), the AIT does not apply to this procurement. process.
IDENTIFICATION OF THE REQUEST
This RFP is a two phases procedure. The request for proposals
details all requirements. Communication with the firms will be
in their preferred official language.
SCHEDULE
The approximate total duration of contract is 52 months
COSTS
The indicative construction cost (Class "C") excluding
contingency is estimated at 6 110 000 $, (GST & PST excluded).
QUALIFICATIONS
The proponents must be certified or eligible for certification
to conduct business in Province of Quebec and must demonstrate
that over the past ten years they were involved in a range of
design and construction projects requiring a full scope of
services.
The State reserves the right to negotiate provisions of any
contract with suppliers. Proposals may be submitted in either
official language.
This PWGSC office provides procurement services to the public in
both official languages.
