THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT
Public Works and Government Services Canada (PWGSC) intends to
retain an architectural firm in the capacity of Prime Consultant
with specialization in conservation of historic buildings and
structures, supported by a multidisciplinary team of
Sub-Consultants in the area of material conservation of stone
masonry and metal, structural engineering, civil engineering,
landscape architecture and geo-technical engineering for the
Rehabilitation of the North Perimeter Wall on Parliament Hill.
The Prime Consultant will review all the related documentation,
perform a detailed analysis with design options, prepare the
design development documents, construction tender documents,
construction and contract administration.
The North Perimeter Wall is a historical landscape feature on
Parliament Hill that acts as a transitional barrier between the
perimeter pedestrian pathway of the pleasure grounds and the
wild landscape of the escarpment skirting the plateau. The Wall
is primarily a masonry structure that is comprised of face
stones, coping stones and pier stones with an iron railing on
top. Previous studies and recent projects to rehabilitate other
sections of the Wall (Phase I and II) revealed foundation
deterioration, friable bedding joint between masonry and
foundation, large cracks in the masonry work, masonry
displacement, stone failure, poor drainage and ironwork
deterioration. Phase III of the North Perimeter wall is
demonstrating significant signs of deterioration and, in certain
locations, pose health and safety risks to the visiting public.
The project scope of work is to rehabilitate the North Perimeter
Wall between Pier 33 to 45 and adjacent path between Pier 33 to
46, Parliament Hill. The project is to address serious issues
pertaining to the advanced deterioration of the wall due to
stone failure, flaws in the original design, inappropriate
repairs and poor drainage. The project scope of work includes
provision of additional courses of stone below grade, removing
lilacs adjacent to the Wall, installing fall arrest anchors,
conservation of the foundation, conservation of masonry,
conservation of ironwork, drainage improvement and installing a
pedestrian path identical to Phase 1 and 2.
The goal of this project is to employ appropriate methods of
intervention that will respect the heritage character of the
wall, address health and safety concerns and ensure the long
term sustainability of the wall.
The Proponent shall be an Architect, licensed, or eligible to be
licensed, certified or otherwise authorized to provide the
necessary professional services to the full extent that may be
required by provincial law in the province of Ontario.
This is a single phase selection process as the nature of the
services required and strict time frames to implement this
project do not allow sufficient time to conduct the usual two
phase selection process.
