Nature of Requirements: The following is a summary of the statement of work for this requirement.
One of the objectives of the Correctional Service of Canada (CSC) is to ensure the safe reintegration of offenders into society. Working is one of the key elements promoting successful social reintegration. However, not all offenders have the skills needed to find a job, and some require structured supervision and guidance, including specific objectives, to help them develop good work habits to improve their chances of successful reintegration.
Background

CSC does not have sufficient resources to supervise offenders who have identified needs in this area and must therefore partner with specialized resources to meet the specific needs of offenders who have little or no work skills.
To meet this need, we must work in partnership with workforce re-entry organizations to ensure that those offenders receive specialized guidance in the area of employment. The resource must be a non-profit organization whose mission is to help the less fortunate in society. The CCRA enables CSC and the PBC, based on the risk assessment conducted, to provide offenders with opportunities to acquire work experience through various forms of release and in very specific contexts. CSC must therefore have the resources needed to provide these opportunities to offenders in the form of the following types of release:

  • Priority goes to offender volunteers who have been granted a Work Release or day parole for community service;
  • Second priority goes to offender volunteers who have been granted another form of release;
  • Third priority goes to paid offenders* who have been granted any form of release and who present high employment needs.
  • The Contractor shall pay the hiring fees and subsequent fees because the offender is an employee declared by the Contractor, who is therefore subject to the standards and procedures provided in Quebec's Labour Standards Act.

Objectives

  • To help offenders who present high employment needs reintegrate into society by providing them with structured and supervised work experience.
  • To enable offenders to give back to society by working for or with people who are more socially disadvantaged.
  • To help offenders develop work skills.

Deliverables

  • The Contractor shall provide a work placement of a maximum duration of 6 months. Any extension shall be preapproved by the Project Manager. The placement will be in one of two forms:
  • Paid employment for offenders on day parole, full parole, statutory release or under a long-term supervision order.
  • Unpaid employment for offenders on day parole for community service or a Work Release.
  • The Contractor shall provide a work schedule of a minimum of 35 hours/week with the exception of statutory holidays, between 08:00 and 17:00.

For all types of placement and for each trainee, the Contractor must meet the following requirements:

  • The Contractor shall establish objectives at the start of the placement based on the specific needs of each offender.
  • During the placement, the Contractor shall provide CSC with all requested reports about the services provided under this contract. In addition, CSC shall provide the Contractor with any information it deems relevant about the offenders under the Contractor's care.
  • The Contractor shall hold a case conference with the parole officer in the following circumstances:
  • The Program Officer refers the offender;
  • The Program Officer believes that other measures would be better suited to the offender's needs;
  • Any circumstance suggesting that the offender could compromise their own safety or that of other individuals.
  • The Contractor must submit itemized invoicing documents to CSC on a monthly basis in accordance with the established terms and conditions, as well as the attendance register signed by the offenders.
  • The Contractor shall submit to CSC an end-of-placement certificate and final assessment report within ten (10) business days of the end of the placement.

Period of Standing: From November 1, 2015 to April 30, 2016. This contract is for six (6) months, with the possibility of two (2) periods supplementary for six (6) months each.
