Title: EGD High Voltage Refurbishment
Location: Esquimalt Graving Dock, Victoria, BC

Work Description:
Work under this contract covers the refurbishment and testing of
power supply and distribution switchgear and auxiliary equipment
including minor modification and repairs at the Esquimalt
Graving Dock (EGD), 825 Admirals Road, Victoria, BC.

In general, the work includes:

  • Inspection, cleaning, testing, and re-calibration of the 12.5

kV and 2.4 kV switchgear

  • Testing of high voltage cables
  • Testing of 208 V FPE GFR5M, 480V and 600 V ground fault relays

as listed

  • Testing of ground fault relays performing tripping on 12.5 kV

and 2.4 kV breakers including FPE DSP Mk II relays, and FPE DSP6
relays

  • High current testing of low voltage air circuit breakers
  • Cleaning and insepction of 120 VDC battery station
  • Minor modification and repair work on existing equipment as

indicated

  • Submission of test reports
  • Submission of mark-ups on existing documentation, including

but not limited to single line drawings and coordination study
graphs

Site Visit:
Contractors are strongly recommended to visit the site prior to
submitting a tender for this work and to make inquiries or
investigations necessary to become thoroughly acquainted with
the site as well as the nature and extent of the work.

A site visit is scheduled on January 28, 2015 at_ 10:00 am PST.
Interested contractors are to meet at the PWGSC Project Trailer
located at 825 Admirals Road, Victoria, BC.

Interested contractors are required to provide their name(s) and
company name(s) to Patty Liu (604) 775-6227 or
p••••••••@•••••.••.ca by January 27, 2015, 3:00 pm PST if you
will be attending the site visit. The front gate commissinaire
will only allow access to the site if previous visitor
information is provided and names appear on the visitor list.

Contractors are reminded that the Esquimalt Graving Dock is a
heavy industrial site and WCB approved hard hats and safety
footwear must be worn for the site visit.

Security Requirement:
The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Designated Organization Screening (DOS), issued by the Canadian
Industrial Security Directorate (CISD), Public Works and
Government Services Canada (PWGSC).

The Contractor/Offeror personnel requiring access to sensitive
work site(s) must EACH hold a valid RELIABILITY STATUS, granted
or approved by CISD/PWGSC.

Until the security screening of the Contractor personnel
required by this Contract has been completed satisfactorily by
the CISD, PWGSC, the Contractor personnel MAY NOT ENTER sites
without an escort.

Subcontracts which contain security requirements are NOT to be
awarded without the prior written permission of CISD/PWGSC.

The Contractor/Offeror must comply with the provisions of the:
(a) Security Requirements Check List and security guide (if
applicable), attached at Annex A;
(b) Industrial Security Manual (Latest Edition).

Work Sequence / Delivery Date:
Construct Work in stages to accommodate Departmental
Representative's continued and intermittent use of premises
during construction.

Commence work immediately upon notification of contract award
and complete work within the schedule specified:

Schedule shutdowns shall be: February 28, 2015 to March 01,
2015 AND March 07, 2015 to March 08, 2015.

To assist with bonding and insurance requirements, this project
is estimated to cost between
$100,000.00 to $150,000.00.
