CANADIAN HERITAGE VIDEO TRAILER
Summary:
Canadian Heritage has a design/ build requirement for a trailer
with video surfaces that will also house projectors, a laser,
smoke machines, interactivity software, electrical distribution,
audio and the computer systems required to run all of the above
equipment.
TECHNICAL EVALUATION
MANDATORY TECHNICAL CRITERIA
M.1 Financial Proposal
The Bidder MUST submit a detailed financial proposal and price
breakdown as per Table B.1, in the Basis of Payment, in Annex B
requirement as detailed in the Annex A - Statement of Work, with
a firm price not exceeding $350,000.00 (Goods and Services Tax
or Harmonized Sales Tax extra, as appropriate).
M.2 Proposed Principal Project Manager
The Bidder must identify the proposed Principal Project Manager
for this requirement. The Bidder must demonstrate, through work
and project experience, that the proposed Principal Project
Manager has worked as a Project Manager in the multimedia
industry for a minimum of three (3) years since July 2009.
In order to demonstrate the above, the Bidder must provide a
description of the proposed Principal Project Manager's work
history. The work history must include all of the following
information:
The employer name and supervisor for each place of employment;
The period of time that the proposed Principal Project Manager
worked as a Project Manager in each place of employment (from
month/year to month/year). The period of time that the proposed
Principal Project Manager worked in each identified place of
employment as a Project Manager will be added to determine the
number of years experience for evaluation purposes;
The proposed Principal Project Manager's position title and
responsibilities in each identified place of employment;
The Curriculum Vitae (CV) of the proposed Principal Project
Manager to substantiate the information provided;
A detailed description of two (2) example** multimedia design
projects of the proposed Principle Project Manager's work as a
Project Manager. All example projects must have been completed
after January 1st, 2005 and must each have a total value
exceeding $250,000.00 (for the design, fabrication and delivery
[shipping/ transportation] only, excluding applicable taxes).
Detailed descriptions must include:
Description of the type of schedule used (ie: Gant Chart),
detailing the following stages: design, fabrication, and
delivery;
Description of the following multimedia requirements: technical,
architectural and mechanical;
The cost of the project (total value for the design, fabrication
and delivery [shipping and transportation] only, excluding
applicable taxes);
Client information (including the name of the organization or
legal entity and main point of contact);
Completion/delivery date of the project (Month, Year);
Two (2) or more colour photos or colour photocopies of
photographs of the example multimedia design projects;
A description of the multimedia nature of the example design
projects and the type of multimedia productions that were used;
Two (2) letters of reference - One (1) from each identified
client for each example multimedia design project stating the
Client's satisfaction with the project.

M.4 Experience of the Firm
The Bidder must provide a detailed description of two (2)
example** multimedia design projects that demonstrate that the
Bidder has provided multimedia equipment including technical,
architectural and mechanical design services, fabrication and
delivery for multimedia projects similar in scope to the
requirement detailed in Annex A - the Statement of Work of this
solicitation. All projects must have been completed after
January 1st, 2005 and must each have a total value exceeding
$250,000.00 (for the design, fabrication and delivery [shipping/
transportation] only, excluding applicable taxes). One (1) of
the example projects must be a MOBILE multimedia design project.
Detailed descriptions must include:
Breakdown of the firm's responsibilities at the following
stages: design, fabrication and delivery;
Description of the following multimedia requirements: technical,
architectural and mechanical;
The cost of the project (total value for the design, fabrication
and delivery [shipping/transportation] only);
Completion/delivery date of the project (Month, Year);
Two (2) or more colour photos or colour photocopy of photos of
each project;
Two (2) letters of reference - One (1) from each identified
client for each example multimedia design project stating the
Client's satisfaction with the project.
M.5 Preliminary Design Concept
The concept described under this mandatory technical criterion
will be evaluated under the point rated technical criterion R.1.
The Bidder must provide a detailed description of their
Preliminary Design Concept which captures the Bidder's vision
for the "CUBE". Realistic artist's views and/or 3-D virtual
rendering*** format with accompanying written descriptions will
also be accepted.
The design must adhere to the parameters identified in the
Statement of Work at Annex "A" and the Conceptual Drawings of
the "CUBE" (Appendix 1 to Annex "A"). The total all-inclusive
cost of this exhibit (research, design, fabrication and
installation) must not exceed the maximum amount as indicated in
M.1 Financial Proposal.
***A 3D virtual rendering is the process of generating an image
from a model, by means of computer programs. A scene file
contains objects in a strictly defined language or data
structure; it would contain geometry, viewpoint, texture,
lighting, and shading information as a description of the
virtual scene. The data contained in the scene file is then
passed to a rendering program to be processed and output to a
digital image or raster graphics image file.
BIDS NOT MEETING ALL OF THE MANDATORY REQUIREMENTS WILL BE GIVEN
NO FURTHER CONSIDERATION
REFER TO APPENDIX 1 TO ANNEX "D" FOR THE EVALUATION GRIDS FOR
RATED CRITERIA.
BASIS OF SELECTION:
To be declared responsive, a bid must:
a) Comply with all the requirements of the Request for
Proposals; and
b) Meet all mandatory technical evaluation criteria; and
c) Obtain the required minimum points for EACH of the technical
evaluation criteria which are subject to point rating.
Bids not meeting (a), (b), and (c) above will be declared
non-responsive. The Bidder with the proposal achieving the
highest technical score within budget will be recommended for
award of a Contract.

procurement.
