Canada, represented by the Minister of Foreign Affairs, and the Department of Foreign Affairs, Trade and Development (DFATD), is inviting suppliers with experience in the delivery of construction services to submit a Response to qualify for the Replacement of Heating and Cooling Distribution Systems and Associated Building Services for the Embassy of Canada to Italy, in Rome (the “Requirement”). This Invitation to Qualify (ITQ) defines the requirements for the qualification of Respondents for the Requirement. Interested Respondents are required to respond to this ITQ. Based on these Responses, Canada intends to select, in accordance with the terms of this ITQ, the Qualified Respondents to participate in the Request for Proposals (RFP) stage of the solicitation.

The requirement involves renovation work at the Embassy of Canada to Italy, in Rome. The project consists of repairs and replacement of end of life mechanical and associated building systems at the Official Residence of Canada in Rome. Key activities include the full replacement of the heating and cooling distribution network, selective demolition to access concealed piping, and subsequent restoration of walls, finishes, and affected areas. The scope also includes related works such as electrical system improvements, data and Wi Fi infrastructure modifications, carpentry repairs, painting, and minor exterior system replacements where disruption is required to complete the core work. Measures are included to protect furnishings and artwork during construction and to restore all areas to their original condition. All work will be carried out in compliance with applicable local building codes, safety requirements, and technical standards.

Work will be delivered in the Design-Bid-Build methodology. The pre-qualified Respondent(s) will follow the drawings and scope of work that will be outlined in the Stage Two – Request for Proposal.

Respondents must be capable of providing the full range of services required, in English or French, and can travel to, and perform the work in, Italy.
