Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) for Environmental Consultant Services – Source List, Western Canada
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Provinces of Alberta, British Columbia (excluding CFB Esquimalt and all its ancillary sites), Saskatchewan, and Manitoba (excluding Biological work at CFB Shilo and 17 Wing Winnipeg), Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Source List to provide “as and when required” environmental and biological consulting services specific to Department of National Defence (DND) requirements in various locations in the above provinces.
The objective of this Request for Abbreviated Proposal (RFAP) is to select three (3) firms, who will placed on a Source List (SL) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $2,400,000.00, for a period of two (2) years from the date of the SL establishment.
If mutually agreed between the Consultant firms and DCC, the SL may be extended for up to one (1) additional year period and increased in the order of $1,200,000.00 for that additional period.
Commissions under the SL are expected to be valued between $10,000 and $150,000; the maximum value of a Commission is $300,000.
The SL is not a commitment by DCC to spend the entire or any amount.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relate to achievements and experience, technical and managerial expertise. The three (3) highest ranking firms selected through the evaluation process, including a factor for the price element, will be invited to be included in the source list.
This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposal on the forms that are available from MERX at www.merx.com or by calling 1-800-964-6379.
To be considered, Abbreviated Proposals must be received at the following address, no later than 14:00 hours local time on May 12, 2015.
