Directory of assessing psychologists
This requirement is for: The Correctional Service of Canada, Quebec region.
Please note that this tender has its goal to create a directory of psychologists. This directory will be issued open agreements. A contract will be in effect only when using the open agreement (in the call-up order).
Trade agreement:
This procurement is not subject to any trade agreement.
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: All responsive bids will be part of the Directory of psychologists - evaluation. This directory will be subdivided by location. The contractor with a responsive bid will have their name added to the locations selected in Annex 1.
Set-aside under the Procurement Strategy for Aboriginal Business:
This procurement is not subject to any set-asides for Aboriginal Suppliers.
Comprehensive Land Claim Agreement:
This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This contract includes security requirements.
Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to build a directory of assessing psychologists for processing of requests for psychological risk assessments for the Quebec region.
Objectives: To obtain initial psychological assessments and the pre- and post-release risk assessments in a timely fashion in order to render decisions on planning the release of inmates targeted in these assessments in all institutions, including those in the two districts of the Quebec region.
Deliverables:
- An electronic, encrypted version of the psychological assessment report, sent via email;
- Hard copy of the raw data, the signed consent form and the signed final assessment report (that meets requirements) must be submitted by mail or during a visit to the institution.
Expected Delivery Date :
- Initial psychological assessments: 30 calendar days following the date the request was submitted;
- Pre- and post-release assessments: 45 calendar days following the date the request was submitted.

Given the nature of the requirements, proposals submitted by such means as facsimile or electronic mail will not be accepted.
After Open agreement award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
